YUPIA : Papum Pare Deputy Commissioner Lobsang Tsering on Thursday stressed the need for strict compliance with the Solid Waste Management (SWM) Rules, 2026, while chairing the first meeting of the District Level Implementation Committee (DLIC) constituted for implementation of the new rules.
The meeting, held at the Deputy Commissioner’s Conference Hall in Yupia, was attended by representatives of educational institutions, North Eastern Electric Power Corporation (NEEPCO), railway authorities and officials from various departments.
Addressing the gathering, the DC informed members that the Government of Arunachal Pradesh is required to submit a compliance report to the Supreme Court by August 6, 2026, making timely implementation of the rules a priority.
The committee reviewed key provisions of the SWM Rules, 2026, which came into force on April 1, including four-way segregation of waste into wet, dry, sanitary and special care categories, registration of Bulk Waste Generators (BWGs), certification of compliant institutions and the responsibilities of stakeholders under the new framework.
Lobsang Tsering explained that institutions consuming more than 40,000 litres of water daily, generating over 100 kilograms of waste per day, or occupying premises of 20,000 square metres or more qualify as BWGs. He urged all eligible institutions to complete registration on the Central Pollution Control Board (CPCB) portal by June 14. A live demonstration of the registration process was also conducted during the meeting.
The committee was informed that registered and compliant BWGs would receive Certificates of Compliance valid for three years. It was also noted that the rules empower District Magistrates to recommend disconnection of water and electricity services to non-compliant entities after due process.
Emphasising sustainable waste management practices, the DC advised institutions to adopt in-situ management of biodegradable waste through composting and kitchen gardens. For dry waste, institutions were encouraged to establish Material Recovery Facilities (MRFs) wherever feasible or transport segregated waste to the existing MRF at Doimukh managed by the District Urban Development Agency (DUDA), Yupia.
The meeting also discussed the establishment of a common MRF for institutions including the National Institute of Technology (NIT) Arunachal Pradesh, Film and Television Institute, Government Law College and Bini Yanga Women’s College. The Urban Development Department was directed to prepare a detailed estimate for the proposed facility. Until the facility becomes operational, the department may undertake collection and transportation of segregated dry waste from these institutions.
On e-waste management, the DC said scientific disposal and recycling linkages would be explored in consultation with the State Pollution Control Board. In the interim, institutions were advised to utilise authorised vendors empanelled on the Government e-Marketplace (GeM) for disposal of e-waste.
Earlier, Urban Development Yupia Division Executive Engineer Teri Taniya welcomed the participants and informed the committee that the meeting was convened following the notification of the SWM Rules, 2026 and subsequent directions issued by the state government for their implementation.
Concluding the meeting, Tsering reiterated the importance of timely registration of all eligible Bulk Waste Generators and assured necessary support from the district administration to institutions facing difficulties during the registration process. (DIPR)
