YACHULI : The Keyi Panyor district administration on Friday accorded a warm farewell to founding Additional Deputy Commissioner (Headquarters) Likha Tejji on his transfer and posting as Pakke Kessang Deputy Commissioner.
The farewell programme was attended by Keyi Panyor DC Ankita Mishra, administrative officers, heads of departments, district officials, public representatives and well-wishers, who lauded Tejji’s distinguished service and pivotal role in laying the administrative foundation of the newly created district.
An Arunachal Pradesh Public Service Commission Combined Competitive Examination (APPSCCE) 2003 topper, Tejji was widely appreciated for his integrity, professionalism and people-centric approach to governance.
Serving as the founding Additional Deputy Commissioner (Headquarters), he played a key role in establishing the district’s administrative framework during its formative phase despite limited infrastructure and manpower. He helped strengthen institutional systems, improve inter-departmental coordination and promote transparent and responsive governance.
Known as a field-oriented administrator, Tejji remained actively involved in developmental reviews, public interactions, disaster response and field inspections. His consensus-driven approach earned public confidence while helping resolve several complex administrative and developmental issues.
He also handled the Judicial, Election and Land branches with distinction. In the Judicial Branch, he was recognised for timely disposal of cases and procedural fairness, while in the Election Branch he contributed to the smooth and transparent conduct of elections. His stewardship of the Land Branch was marked by the efficient handling of revenue matters and land disputes.
One of the major achievements during his tenure was his role in the successful conduct of the 2025 Panchayat elections in the district through meticulous planning, close coordination and effective supervision.
As District Panchayat Development Officer, Tejji also worked towards strengthening Panchayati Raj Institutions by improving coordination with local bodies and facilitating the implementation of government programmes at the grassroots level.
His leadership during the devastating flash floods that struck Possa and NEEPCO Colony on June 24 this year was widely appreciated. He personally supervised rescue, relief and restoration efforts while coordinating with line departments, security agencies, volunteers and local communities to ensure timely assistance to affected families.
Tejji was also instrumental in resolving several long-pending and sensitive issues, including the GREF-Possa land dispute, matters related to the 132 KV Yachuli-Palin power transmission line, the 33 KV Yachuli-Yazali and Yachuli-Ziro transmission lines, the Kasing Putu land dispute at Param Putu and the Anti-Corruption Bureau-related matter at Talo village. Through sustained dialogue and consensus-building, he helped remove administrative bottlenecks and facilitate developmental projects.
Among other initiatives, he facilitated the survey for the proposed upgradation of the Kimin-Potin Highway and coordinated with stakeholders to address pending infrastructure and public-interest issues.
Colleagues described Tejji as a humble, approachable and compassionate administrator with sound administrative judgement and an exceptional ability to resolve difficult issues through consultation and coordination. Mementoes were presented to him in recognition of his contributions.
In his farewell address, Tejji thanked officers, officials, public representatives and the people of Keyi Panyor for their support during his tenure. He expressed confidence in the district’s continued progress and emphasised the need to strengthen disaster management systems up to the village level through preparedness, early warning mechanisms, community participation and rapid response capacity. He also urged officials to remain accessible to the public and continue serving with integrity and dedication.
