More villagers extend support for SUMP PFR activities

YINGKIONG, MAY 6: In a key step towards the proposed Siang Upper Multipurpose Project (SUMP), residents of Migging, Panggo and Moshing villages in Upper Siang district have extended significant support to pre-feasibility report (PFR) activities by signing a Memorandum of Understanding (MoU). The MoU was signed on Wednesday at the Circle Officer (Headquarters) in Migging between Upper Siang Deputy Commissioner Talo Jerang, representing the state government, and the pro-PFR families in the presence of Tuting-Yingkiong MLA Alo Libang, who is also Advisor to the Chief Minister, along with officials and members of the public. A total of 39 families from Panggo, 50 from Migging and 45 from Moshing participated in the exercise, taking overall support for the PFR activities in the three villages to around 80 per cent. Representing the villagers, Paset Panyi of Panggo, Gebong Lonchung of Migging and Kutchi Tali of Moshing signed the agreement. Addressing the gathering, the DC explained various aspects of the PFR exercise, clarifying concerns raised by project-affected families (PAFs). He emphasised that the PFR involves preliminary studies and assured that the process would be conducted with transparency and public participation. MLA Alo Libang also interacted with villagers, reiterating that the government would keep people informed at every stage and ensure continued engagement throughout the process. The district administration facilitated the signing process as part of its outreach initiative to deliver services at the grassroots level, with officials visiting Migging to interact directly with residents. The programme was attended by over 200 villagers, along with heads of departments, State Nodal Officer (SUMP) Er Atek Miyu, Chief Engineer Er K Perme, Under Secretary HPD Toli Karga and other officials. Local BJP leaders, including district president Ojing Peyang and general secretary Tago Jijong, were also present. Appreciating the villagers’ participation, officials described the initiative as a reflection of growing aspirations for development and progress in the region. (DIPR)

Mein calls for Integrated Buddhist Circuit at Tawang workshop

TAWANG, MAY 6: Deputy Chief Minister Chowna Mein attended the inaugural session of a regional workshop on “Development of the Buddhist Circuit in Northeast India” held in Tawang on Wednesday. The workshop brought together delegates from Nepal, Bhutan, Sri Lanka and various Indian states to deliberate on strengthening regional cooperation and promoting a Buddhist tourism circuit, with emphasis on women-led rural tourism models. In his address, Mein highlighted the state’s rich Buddhist heritage, noting that it uniquely represents both Mahayana and Theravada traditions. He said western regions such as Tawang, West Kameng, Mechuka and Tuting follow Mahayana and Vajrayana Buddhism, while eastern districts like Namsai are prominent centres of Theravada Buddhism. He emphasised the cultural and spiritual significance of Tawang, home to a 400-year-old monastery and associated with the Sixth Dalai Lama, along with other heritage sites including Dirang Dzong, Thembang, Pemako and Mechuka valley. Referring to eastern Arunachal, Mein noted the growing prominence of Namsai as a hub of Theravada Buddhism, with the Golden Pagoda and ongoing development of a 108-foot Buddha statue strengthening its appeal for spiritual tourism. Highlighting the state’s cultural diversity, he said Arunachal Pradesh is home to 26 major tribes living in harmony, each with distinct traditions, languages and attire. He also underlined the state’s vast potential in eco-tourism, adventure tourism and spiritual tourism. Reaffirming the government’s commitment to heritage preservation, Mein said steps are being taken to digitise and conserve ancient manuscripts and traditional knowledge systems for future generations. He also spoke about Arunachal Pradesh’s long-standing cultural linkages with countries such as Sri Lanka and noted the growing prominence of events like the Maha Sangken International Festival in Namsai. On infrastructure, the DCM pointed to improved connectivity through projects such as the Trans Arunachal Highway and the upcoming Frontier Highway, which are enhancing access to remote areas including Tawang, Anini, Mechuka, Vijaynagar, Walong and Kibithoo. Calling for a coordinated approach, Mein proposed the development of an integrated Buddhist circuit linking Arunachal Pradesh with other northeastern states and neighbouring countries. He suggested naming the initiative the “Tawang Initiative” to create a globally recognised tourism framework. He also expressed plans to host an international tourism event in the state later this year to promote Arunachal Pradesh as a global destination. The workshop featured technical sessions on regional cooperation, connectivity, branding and women-led rural tourism, along with discussions on identifying key Buddhist sites across the region. The event was attended by Women and Child Development Minister Dasanglu Pul, Sri Lanka Member of Parliament Gammana Liyanage Hasara Nayanathara Premathilaka, Tarayana Foundation Executive Director Sonam Pem, Bagmati Province lawmaker Yankila Sherpa and other delegates.

Arunachal delegation studies oil palm practices in Indonesia

RIAU, MAY 6: An official delegation from Arunachal Pradesh led by Agriculture and Allied Minister Gabriel D Wangsu visited Pekanbaru in Indonesia’s Riau province as part of an overseas exposure programme to study global best practices in oil palm cultivation. The delegation comprised senior officials, including Agriculture Department Secretary, Horticulture Department Secretary, district administrators, agriculture officers and farmers. The visit was hosted by the Consulate General of India in Jakarta, facilitating interactions with local authorities and industry stakeholders. During the programme, the team undertook field visits to oil palm plantations and processing units, focusing on cultivation techniques, productivity enhancement, harvesting systems and value chain management. The delegation also visited the Minama Research Centre, where members observed advanced breeding programmes, production of high-yielding planting materials and the application of technologies such as artificial intelligence, machine learning, drones and satellite imagery in plantation management. Exposure was also gained in biocontrol measures and integrated pest and nutrient management practices. Interactions with industry experts and researchers provided insights into policy frameworks, investment models, smallholder integration, terracing techniques and sustainability practices, including certification standards, environmental safeguards and community engagement. Officials said the exposure offered a comprehensive understanding of the oil palm value chain and would support the state’s efforts to scale up cultivation under the National Mission on Edible Oils–Oil Palm (NMEO-OP) while strengthening farmers’ livelihoods through improved technologies and practices. During the visit, Wangsu also held discussions with companies to explore potential collaborations in the oil palm sector. Earlier, the delegation visited Malaysia, where it interacted with progressive farmers and agriculture officials to study advancements in oil palm cultivation. The team also visited SD Guthrie Seeds and Agricultural Services at Carey Island in Selangor, a leading global supplier of oil palm seeds. The visit highlighted the need to address critical gaps in achieving NMEO-OP targets, including expansion of oil palm cultivation, strengthening farmer-industry linkages, improving productivity and developing processing infrastructure for a sustainable oil palm ecosystem in the state.

Fire & Emergency Services joins SWCS

ITANAGAR, MAY 6: Arunachal Pradesh Fire and Emergency Services Department has become the fifth department in the state to operationalise the Single Window Clearance System (SWCS), marking a step forward in strengthening the Ease of Doing Business (EoDB) framework. Three key services have been brought under the online platform: application for fire safety certificate, application for no-objection certificate (NOC) prior to commencement of construction activities, and renewal of fire safety certificate. These services are now accessible through the state’s EoDB portal. A team from the Planning and Investment Department, led by Vikas Vijay, along with EoDB Cell members Nihal Pegu, Ankit Kumar and Nathan Shibu John, conducted hands-on training for officials of the Fire and Emergency Services Department to facilitate smooth implementation of the system. Arunachal Pradesh Innovation and Investment Park Chief Executive Officer Tabe Haidar commended Fire and Emergency Services Director Chukhu Appa, SP Fire John Pada, Station Officer Buru Mali and other officials for adopting the digital initiative. He also appreciated the EoDB technical team for successfully onboarding the services. Fire and Emergency Services Director Chukhu Appa urged citizens to avail the online services under the EoDB initiative to ensure transparent, efficient and seamless service delivery.

US Consul General calls on Governor, discusses cooperation

ITANAGAR, MAY 6: Consul General of the United States, US Consulate General, Kolkata, Kathy Giles-Diaz, called on Governor Lt Gen KT Parnaik Retd at Lok Bhavan on Wednesday. According to a Raj Bhavan statement, the two leaders exchanged views on areas of mutual interest and explored opportunities for meaningful cooperation. Both sides expressed intent to translate goodwill into tangible partnerships aimed at promoting sustainable development and strengthening people-to-people ties. Parnaik said that as India-United States relations continue to deepen, the people of Arunachal Pradesh look forward to stronger and more vibrant engagement between the citizens of the two democracies. He emphasised the need for inclusive partnerships, with particular focus on the aspirations and welfare of the state’s tribal communities. Highlighting Arunachal’s natural and economic potential, the Governor identified key sectors such as hydropower, horticulture, mineral resources and tourism as promising avenues for collaboration. Referring to the state’s emergence as an organic hub with rich horticultural output, he stressed the importance of strengthening market linkages and leveraging advanced American expertise in food processing and value addition. He also underscored the need to promote skill development initiatives in specialised sectors to enhance youth employability. The Consul for Political and Economic Affairs at the Consulate, Braphus Kaalund, was also present during the meeting.

Khandu stresses merit, transparency in recruitment

ITANAGAR, MAY 5: Chief Minister Pema Khandu on Tuesday underscored merit-based recruitment, transparency and integrity in public service while urging newly appointed candidates to discharge their duties with sincerity and compassion. The chief minister was addressing candidates at a function where appointment orders were handed over to successful candidates of the Non-Ministerial Technical Examination (NMTE) conducted by the Arunachal Pradesh Staff Selection Board (APSSB). Khandu, along with Rajya Sabha MP Nabam Rebia, minister Balo Raja and Chief Secretary Manish Kumar Gupta, felicitated the candidates and congratulated them on their success, describing their achievement as a result of hard work, perseverance and merit, an official communique said. Highlighting the significance of the event, he said that while appointment orders have been issued since the establishment of the APSSB in 2017-18, the event reflects a more organised approach where candidates are brought together on a common platform, fostering a sense of camaraderie among new entrants to government service. Emphasising transparency, Khandu said the creation of the APSSB marked a transformative step in ensuring that government jobs are awarded purely on merit. He observed that earlier, the absence of a structured mechanism often posed challenges for deserving candidates, but the Board has now streamlined recruitment with near-zero error systems and full transparency. Describing the Board as an ISO-certified recruitment agency, alongside the Arunachal Pradesh Public Service Commission, he said the state has developed robust institutions to uphold fairness and equal opportunity in public employment. Encouraging aspirants to aim higher, the chief minister urged the newly appointed candidates to prepare for competitive examinations such as the Arunachal Pradesh Civil Service and the Union Public Service Commission, noting that reforms have aligned examination patterns to enable preparation for both state and national services simultaneously. Providing details of the recruitment process, he said that out of 225 sanctioned posts, 183 were filled through the examination, with 166 candidates receiving appointment orders, while some posts remained vacant due to eligibility constraints or candidates opting for other opportunities. He added that the government is considering introducing a waiting list system in future to ensure better utilisation of vacancies. Stressing capacity building, Khandu said training is essential for public service, particularly for technical personnel, and called on departments to collaborate with training institutions to design structured programmes for skill enhancement. Addressing the appointees, he reminded them that government service is fundamentally about serving the people and urged them to maintain humility, honesty and compassion in their work so that citizens feel respected and supported. Khandu also highlighted ongoing efforts to improve working conditions, including upgrading office infrastructure, healthcare facilities and residential accommodations, adding that district-wise reviews are being undertaken to identify and address gaps. Reaffirming the government’s commitment to recognising merit and hard work, the chief minister said integrity remains non-negotiable in public service and expressed confidence that the new recruits would contribute meaningfully to the state’s development and governance. Drug peddler arrested, heroin seized

PASIGHAT, MAY 5: Continuing its anti-narcotics drive under Operation Dawn 2.0, East Siang Police apprehended one individual and seized suspected heroin and ganja during an operation conducted under Pasighat Police Station on Tuesday. Acting on credible information received around 9:05 am regarding illegal trafficking of narcotic substances, a police team led by ADS in-charge Ayup Boko, along with officers Amum Panyang, K Tangha, Kodak Dagium and other personnel, set up a naka based on intelligence inputs. The team intercepted Maklung Tayeng of Mebo, East Siang, who was travelling to Pasighat in a Night Super bus. In the presence of Pasighat Sub-Divisional Officer Sanjay Taram, a body search was conducted, leading to the recovery of suspected heroin weighing 1.49 grams (including packet) and ganja weighing 3.12 grams (including packet). The seized contraband was duly weighed, packed, sealed and documented in accordance with legal procedures. The entire operation was videographed to ensure transparency. A case has been registered at Pasighat Police Station vide Case No. 45/26 under Sections 21(a) and 20(b)(ii)(A) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, and further investigation is underway. East Siang Superintendent of Police Pankaj Lamba commended the efforts of the police team and Anti-Drug Squad, reiterating the district police’s zero-tolerance policy against drug-related offences. He also urged the public to remain vigilant and report any illicit activities, emphasising the importance of community cooperation in achieving a drug-free East Siang.

Arunachal joins nation in celebrating 150 years of ‘Vande Mataram’

ITANAGAR, NOV 7: Arunachal Pradesh on Friday joined the nationwide celebrations commemorating 150 years of India’s national song ‘Vande Mataram’. Governor Lt General KT Parnaik (retd) participated in the celebration organized at the State Banquet Hall in Itanagar. “Vande Mataram is the timeless song that stirred the soul of India’s freedom movement. It reminds us of our glorious past and stands today as a living celebration of unity, courage, and the unbreakable bond we share with our motherland”, Parnaik said in his address. The Governor emphasized that as India moves toward 2047, marking 100 years of Independence, the sacred song urges each citizen to contribute to building a Viksit Bharat. He called upon everyone to renew their commitment to the ideals embodied in the song: love for the motherland, pride in our heritage, and responsibility toward future generations. Addressing the youth, the Governor urged them to serve with sincerity, lead with compassion, and uphold the unity and harmony that form the essence of India. In today’s world, he said, patriotism is reflected in honesty in our work, empathy in our actions, and integrity in every decision we make. Rajiv Gandhi University, Vice Chancellor Prof SK Nayak, Chief Secretary (in-charge) Pawan Kumar Sain, and Prof PK Nayak of RGU also shared their reflections on the significance of the Rashtriya Geet. Speaker of the Arunachal Pradesh Legislative Assembly TesamPongte, and people from all walks of life, including government officials and students from Goa and Uttarakhand, joined the commemoration programme, making it a truly inclusive celebration of national pride. Chief Minister Pema Khandu, who participated in the celebration organized at his hometown Tawang, expressed pride in being part of the historic milestone of the song written by Bankim Chandra Chatterji. “Vande Mataram is not merely a song, but a sacred hymn that stirred the hearts of countless freedom fighters. It is a timeless call of devotion to our Motherland and a soulful prayer that continues to awaken love for Bharat in every generation”, he said. Khandu recalled that Vande Mataram, composed by Bankim Chandra Chatterji in 1875, became the soul-stirring anthem of India’s freedom movement, inspiring patriotism and unity across the nation. “As we commemorate 150 glorious years, we pay tribute to the timeless words that united a nation and continue to inspire generations to love and serve Maa Bharati,” Khandu wrote in a social media post after the event. Meanwhile, Deputy Chief Minister Chowna Mein participated in the Unity March (Ekta Yatra) at Namsai organized by the Namsaidistrict administration to mark the occasion. “The march reminded us of the importance of unity and collective effort in building a strong and self-reliant nation,” Mein said, appreciating the enthusiastic participation of people from all walks of life. He added that such events reinforce the spirit of Ek Bharat, Aatmanirbhar Bharat, celebrating India’s unity in diversity. Papum Pare district also joined the nation in celebrating the day with programs held across 137 centres, including the DC Office, Yupia; ADC offices at Sagalee, Balijan, and Kimin; SDO Office, Doimukh; CO Office, Kakoi; Government College, Doimukh; Midpu, and 130 schools of the district. Officials, students, and citizens across all centres joined together in singing Vande Mataram, their voices resonating with patriotic fervour and unity. The Day was also observed across the institutions and administration centres in Upper Subansiridistrict. Speaking at the programme organized at the district headquarters, Daporijo MLA Taniya Soki called upon the people to learn the lyrics of “VandeMataram” like those of national anthem “Jana Gana Mana”. He said these two songs are equally important in shapingnational integrity and instill patriotism, unity, equality, peace and social harmony. Upper Subansiri deputy commissioner Tasso Gabo stressed on observing the commemoration  of the ‘Vande Mataram’ in schools and colleges, stating this will promote unity and patriotism among people particularly the younger generations. Programmes were also organized in other administrative circles of the district to commemorate the historic milestone of the song. The event was organised in collaboration with the Department of Art & Culture and the Department of Information & Public Relations (IPR) at the DC office premises, Yingkiong. Administrative outposts such as Tuting, Geku, and Jengging, along with various schools across the district, also enthusiastically participated in the mass singing of “Vande Mataram”, showcasing a spirit of patriotism, unity, and pride. It was first published on 7th November 1875 and later adopted as the National Song of India by the Constituent Assembly in 1950. The song was first sung by Gurudev Rabindranath Tagore at the 1896 Congress Session in Calcutta (now Kolkata). Programmes were also organized across all districts to celebrate the historic milestone of the national song.

Wildlife panel clears 13 defence, paramilitary projects in Ladakh, Arunachal

NEW DELHI, NOV 7: The Standing Committee of the National Board for Wild Life (NBWL) has recommended 13 defence and paramilitary projects, most of them in high-altitude protected areas of Ladakh and one in Arunachal Pradesh, according to the minutes of its 86th meeting The proposals, submitted by the Ministry of Defence, the Indo-Tibetan Border Police (ITBP) and the Border Roads Organisation (BRO), include new border outposts, a brigade headquarters, ammunition storage and training facilities and bridge and culvert works. The committee has approved these projects with strict environmental safeguards to protect fragile Himalayan ecosystems. According to the minutes, the committee has recommended the use of 0.37 hectare of the Eco-Sensitive Zone of the Eaglenest Wildlife Sanctuary in Arunachal Pradesh for the construction of a 158-metre-long permanent bridge on the Balipara-Charduar-Tawang road under Project Vartak. The area lies within a global biodiversity hotspot and an important elephant corridor. The proposal was cleared with a mitigation plan that includes construction only during daylight hours, speed-control measures and waste and noise management. In Ladakh, several major defence projects were approved inside the Changthang Cold Desert and Karakoram (Nubra-Shayok) wildlife sanctuaries. These include the establishment of a 315 Field Workshop Company at Chushul, spread over 3.7 hectares, to support the 142 Infantry Brigade deployed near the Line of Actual Control (LAC). The committee has also cleared a Formation Ammunition Storage Facility (FASF) at Tsogtsalu, covering 24.2 hectares, in the Changthang Sanctuary. Another FASF of 47.1 hectares at KM-47 in the Karakoram Sanctuary has also been recommended. A 48.6-hectare Training Node Area at Tara in the Changthang Sanctuary, located around 15,500 feet above sea level, was recommended to provide realistic high-altitude tactical training for troops. The committee has also approved the use of 40 hectares at Chushul for establishing a Brigade Headquarters for the 142 Infantry Brigade, along with related support units. Other projects cleared include an artillery battery on 9.46 hectares at KM-148 and an Army camp on 8.16 hectares at KM-120 in the Karakoram Sanctuary. The committee has also recommended three new ITBP border outposts at Quazi Langer, BopsangLungpa and KM-156, each spread over about 1.62 hectares, and a 0.1-hectare transit detachment at KM-80. A small hume pipe culvert at Mudh, near the Nyoma Advanced Landing Ground, was also cleared to facilitate movement across the Indus river. During discussions, ecologist R Sukumar advised that defence infrastructure should not be located close to marshes, riverbanks or narrow valleys prone to flash floods and avalanches. The committee noted his suggestions and directed that these be incorporated into mitigation plans. The panel said while these projects are critical for national security, their implementation must ensure minimal ecological disturbance in the sensitive Himalayan landscape. (Source: PTI)

CM launches soft loan scheme to empower ITI graduates towards self-reliance

ITANAGAR, NOV 7: Chief Minister Pema Khandu on Friday announced the launch of a soft loan scheme for ITI pass-outs, aimed at enabling technically skilled youth to establish their own entrepreneurial ventures and move confidently towards self-reliance. The Chief Minister Soft Loan Scheme (CMSLS), to be implemented by the skill development and entrepreneurship department, is open to candidates who have passed out from Industrial Training Institutes (ITIs) within the last three years, beginning from 2022, Khandu said in a social media post. The scheme seeks to provide financial assistance to help them set up independent businesses in their respective trades, he said. Under the CMSLS, eligible ITI graduates can avail of financial support through two tranches of soft loans. The first tranche will provide up to Rs 1 lakh, while the second one offers up to Rs 2 lakh. In addition, beneficiaries will receive a toolkit incentive of Rs 15,000. To further ease the repayment burden, the scheme includes a 25 per cent loan subsidy and a 7 per cent interest subsidy. “When we invest in skills, entrepreneurship, and in our youth, we invest in the future of this land,” Khandu said. The focus of the government is to transform skilled youths into job creators rather than job seekers, and the scheme is a step towards achieving the vision of an ‘Atmanirbhar Arunachal’, the CM said. The chief minister said the initiative is not only about offering loans but also about empowering the youth to take charge of their futures by converting their technical skills into viable and sustainable businesses. He said the government aims to strengthen the entrepreneurship ecosystem in the state and help young people contribute meaningfully to the local economy. Applications for the scheme can be downloaded from the state’s official skill development portal, the chief minister said, adding that applicants are required to submit their completed forms and supporting documents to the principals of their respective ITIs before December 31 next. Officials from the department said the scheme is designed to nurture small-scale entrepreneurship in sectors such as electrical works, welding, carpentry, automobile repair, tailoring, and other trades where ITI graduates already have hands-on experience. They added that the initiative will complement other ongoing programmes like the Pradhan Mantri Kaushal Vikas Yojana and start-up India Mission, thereby strengthening the overall skill development framework in the state.
