YUPIA, SEP 29: The District Road Safety Council, Papum Pare, held a meeting at the DC Conference Hall, Yupia, on Tuesday to review road safety measures and strengthen awareness of the ‘Rah-Veer’ scheme. Representatives from the district administration, police, health, Information and Public Relations (IPR), education, Public Health Engineering Department (PHED), Public Works Department (PWD) and other stakeholders discussed coordinated measures to promote the scheme across the district. Chairing the meeting, ADC Tame Yajum called for concerted efforts to create wider awareness about the scheme and encourage members of the public to assist road accident victims during the critical ‘golden hour’. District Medical Officer Dr Reena Ronya, through a presentation, highlighted the importance of timely assistance in saving the lives of accident victims before professional medical help arrives. She informed that individuals certified by the medical department as Rah-Veers for saving the life of a critically injured person involved in a motor vehicle accident are eligible for a reward of Rs 25,000 under the scheme. Dr Ronya proposed displaying Rah-Veer posters near emergency wards of health facilities and sensitising patients and attendants through Medical Officers. She also suggested placing awareness posters on public transport vehicles. DySP Phassang Simi suggested taking the Rah-Veer message to social gatherings and places of worship to reach a wider section of the community, while District Transport Officer Padang Sangyu proposed presenting Rah-Veer awards during public events and special occasions to promote the scheme among larger gatherings. ZIRO, SEP 29: Lower Subansiri district observed the district-level ‘Aangan Ka Utsav’ at the Child Care Institute (CCI), Old Ziro, on Tuesday as part of the nationwide Rashtriya Poshan Maah campaign. The programme, spearheaded by Deputy Director (ICDS) Kago Maya Gyati, brought together the district administration, health and education departments and local governance bodies to promote improved health and nutrition for children and mothers. Deputy Commissioner Oli Perme stressed the importance of community-wide participation in addressing malnutrition. He said nutritional well-being was fundamental to sustainable district development and required coordinated efforts across departments and society. He added that the initiative aimed to ensure access to healthcare, nutrition guidance and early childhood care at the grassroots level. Superintendent of Police Techi Hanyir assured support from the police department for smooth implementation and community outreach during the district-wide activities. He stressed the importance of safe, supported and well-nourished families for building a healthy society. The district authorities reaffirmed their commitment to sustaining the initiatives beyond the awareness month through continued monitoring and welfare support for mothers and children. (DIPR)  

PASIGHAT, SEP 29: State BJP President Kaling Moyong inaugurated an Indigenous Games & Sports Competition at the Balek Secondary School playground here on Monday as part of the 30-day Seva Sankalp Abhiyan. The programme began with a football match between PMC FC and Bosing-I FC, followed by indigenous sporting activities including a bamboo race and tug of war. Addressing the gathering, Moyong highlighted the role of sports in promoting discipline, teamwork, physical fitness and healthy competition among youth. He also stressed the importance of preserving and promoting indigenous games and traditional sporting practices as part of Arunachal Pradesh’s cultural heritage. The event saw participation from players, youth, local residents and community members. Moyong was accompanied by Advisor for RWD, Sports & Youth Affairs and Namsai MLA Chau Zingnu Namchoom, along with BJP state office-bearers and local residents.    

ITANAGAR, SEP 29: Seva Sankalp Abhiyan continued across Arunachal Pradesh with outreach camps bringing multiple government departments and service-delivery agencies together to facilitate access to welfare schemes and essential public services at the grassroots level. In the State capital, the district administration, Itanagar Capital Region (ICR), organised a Seva Sankalp Abhiyan camp at Indira Gandhi Park on Tuesday, while similar camps were held in different districts across the state. The ICR camp was organised in line with the Seva Aapke Dwar initiative and pursuant to the directions of the Department of Planning & Investment for conducting Seva Setu Abhiyan camps under Seva Sankalp Abhiyan. MLA Techi Kaso attended the programme as chief guest, while Itanagar Municipal Corporation Mayor Likha Nari Tadar was the guest of honour. ICR Deputy Commissioner Toko Babu, IMC Deputy Mayor, Heads of Departments, Additional Deputy Commissioners, Assistant Commissioners and other senior officers also attended. The District Medical Office, Department of Economics & Statistics, IMC, District Food & Civil Supplies Office, District Transport Office, Jan Suvidha, Urban ICDS and Child Welfare Committee, Itanagar, provided services and assistance at the camp. Medical services included eye and dental check-ups, TB and non-communicable disease screening, registration for Pradhan Mantri Jan Arogya Yojana (PM-JAY), Chief Minister’s Arogya Arunachal Yojana (CMAAY) and ABHA IDs, immunisation and counselling. Beneficiaries were also assisted with LPG and electricity connections, while the IMC facilitated birth and death certificates, trade licence forms and other civic services. Hundreds of beneficiaries attended the camp. Meanwhile, the ICR administration is observing the Week of Non-Violence from September 29 to October 4 as part of the International Day of Non-Violence observance. Essay writing and drawing competitions were organised for students of schools across the ICR to promote awareness of peace, non-violence, tolerance and harmony. In Namsai district, the administration organised Mega Outreach Camps under the ‘Seva Sankalp Abhiyan – Under One Roof’ initiative at Momong, Jaipur and New Mohong, covering the 46-Chongkham, 47-Namsai and 48-Lekang Assembly Constituencies respectively. Departments and agencies including Health & Family Welfare, Social Security, Agriculture, Aadhaar, banking, Food & Civil Supplies, Labour & Employment, ArSRLM, Animal Husbandry & Veterinary, Forest, PHED and Industries participated in the camps and facilitated government services and access to welfare schemes. At Jaipur, Namsai MLA Chau Zingnu Namchoom, the Deputy Commissioner and Superintendent of Police attended the camp. ADC Chongkham and officers of line departments were present at Momong, while Zilla Parishad Chairperson Chow Sujana Namchoom, former MLA Jummum Ete Deori and Assistant Commissioner Lekang attended the camp at New Mohong. In Dibang Valley, the district administration organised a Mega Outreach Camp at Etalin under the theme ‘From Social Welfare Schemes to Citizen Services: All Benefits Under One Roof’. DC Yashwant Meena, ZPC Sadu Mihu, ZPM Anelih Tuyi Yalla, Circle Officers, Heads of Departments, PRI members, Gaon Burahs, officials and members of the public attended the programme, coordinated under the supervision of Circle Officer Etalin Gemin Tayeng. The camp facilitated information, enrolment assistance and services relating to healthcare, social security, agriculture and horticulture, housing, energy, financial inclusion, livelihood generation and other Central and State-sponsored schemes. Addressing the gathering, the DC reiterated the administration’s commitment to ensuring accessible and inclusive delivery of welfare benefits. ZPC Sadu Mihu urged youth to utilise government livelihood and self-employment opportunities, particularly in agriculture and horticulture. At Keyi Panyor, a Seva Sankalp Abhiyan camp was organised at Government Secondary School, Pitapool under Yazali Circle by the Keyi Panyor district administration to take government services and welfare schemes closer to people in remote and rural areas. DC Ankita Mishra inaugurated the camp in the presence of SP Dr Akanksha Milind Tamgadge, ADC Tajing Padung, CO Yazali Dr Kajum Mara, administrative officers, HoDs, PRI members and the public. Officials from Agriculture, Horticulture, Fisheries, Animal Husbandry & Veterinary, Rural Development, Health, Industry, Urban Development & Housing, Power, PHED, Labour & Employment, Tourism, Forest, WCD, Police, Transport, banking and other departments provided information and assistance under one roof. Services included welfare scheme assistance, health screening and awareness, Aadhaar-related services, agricultural and horticultural assistance, livestock services, labour registration, postal and banking facilities, driving licence and motor vehicle-related services, certificates and other citizen services. Around 1,000 people from villages under Yazali Circle availed the services. APEDA Chairman-cum-former Education Minister Taba Tedir also visited the camp and interacted with officials and members of the public. The Seva Sankalp Abhiyan camps were also conducted at various locations in West Kameng district under the ongoing Seva Aapke Dwar initiative to facilitate access to government schemes and services. At Bhalukpong, the camp was inaugurated by 6-Thrizino-Buragaon MLA Tenzin Nima Glow, who interacted with participating officials and beneficiaries. A camp was also organised at Lungdur village under Kalaktang Sub-Division, covering Lungdur, Bethelling, Adola and Dengzi villages. The programme was inaugurated by 5-Kalaktang MLA Tseten Chombey and attended by ZPMs of Kalaktang East and Kalaktang West, public representatives and local residents. At Dirang village, a camp was held at Government Secondary School and inaugurated by Dirang CO Tumyir Badak. ZPM Dirang, GPCs, GBs, PRI representatives, departmental officials and local residents attended the programme. Officials from participating departments provided information on Central and State government schemes and facilitated on-the-spot enrolment, registration and access to eligible benefits and services. The East Siang district administration conducted Seva Sankalp Abhiyan through Seva Setu camps at three locations to facilitate access to Central and State government welfare schemes and services. The camps were organised simultaneously in all three Assembly constituencies of the district — at Government Higher Secondary School, Sille, for 37-Pasighat West; Government Higher Secondary School, Balek, for 38-Pasighat East; and Government Secondary School, Borguli (New), for 39-Mebo. Officials and representatives of various departments, banking institutions and other agencies provided information and assistance on government schemes and facilitated access to eligible welfare services. The camps, organised in line with the Seva Aapke Dwar initiative, witnessed public participation, with residents interacting with officials and availing the services and assistance available at the venues. ITANAGAR, SEP 28: Chief Minister Pema Khandu on Monday said the first kidney transplant surgery in the state was successfully conducted at the Tomo Riba Institute of Health and Medical Sciences (TRIHMS), here. The CM described the procedure as a major milestone in Arunachal Pradesh’s healthcare journey and a step towards providing advanced medical treatment within the state. “The first kidney transplant was successfully performed at TRIHMS on Sunday with the support of a team of senior transplant specialists from New Delhi-based Sir Ganga Ram Hospital,” he said during a media briefing at his office here. Khandu said the state government had been working with Sir Ganga Ram Hospital for the past three years to build the capacity of doctors and nurses at TRIHMS and expressed gratitude to the hospital’s management and senior doctors for their support. The CM said he had visited the hospital along with the Health Minister and Health Advisor after the surgery and met both the recipient and the donor’s relatives. The chief minister said the success of the first transplant had demonstrated that TRIHMS doctors and nurses had been able to adopt the specialised procedure and that the government would work to increase the number of kidney transplants in the coming days. Khandu also said the government was strengthening other departments at TRIHMS, with cardiology being the next major area of focus. The cardiology programme, including DNB training, would be further strengthened, he said. On the cancer hospital being constructed at Midpu, Khandu said around 55 per cent of the work had been completed. “Initial delays were caused by land-related issues, but the project was now progressing, and the facility was expected to start functioning next year. The government has also begun assessing manpower requirements,” he said. The government recently enhanced financial assistance for organ transplants under its healthcare support programme, officials said. Kidney transplant assistance has been raised from Rs 10 lakh to Rs 12.5 lakh, bone marrow support from Rs 15 lakh to Rs 17.5 lakh and liver transplant assistance from Rs 20 lakh to Rs 22.5 lakh. The Rs 2.5 lakh increase for each procedure is part of the CM CARES initiative aimed at strengthening healthcare support and reducing the financial burden on families requiring specialised treatment, they added. Khandu said the government’s broader objective was to ensure that people of Arunachal Pradesh could access advanced medical treatment within the state instead of having to travel to major cities, saving families both time and money. He also requested Sir Ganga Ram Hospital to further strengthen the hand-holding programme so that the state’s medical team could gradually acquire full expertise in the specialised procedure. Health and Family Welfare Secretary Vivek H P said the first transplant was conducted in accordance with the present capacity of the state, with neurologists and nephrologists available at TRIHMS. He said the initial focus would be on limited procedures while doctors and nurses undergo further training and gain confidence. Over the past three years, several batches of doctors and nurses from TRIHMS have undergone training at Sir Ganga Ram Hospital. Even when patients from Arunachal travelled to Delhi hospital for treatment, doctors from the state accompanied them to gain first-hand experience, Vivek said. TRIHMS transplant surgeon Dr Naloh Mibang said the recipient was a 34-year-old man and the donor was his 45-year-old sister. Both were stable after their vital parameters were examined on Monday and were expected to recover well over the next 48 to 72 hours, he said. Sir Ganga Ram Hospital transplant surgeon Dr Harsh Jauhari, who oversaw the procedure, said the transplant was ‘the first of many to come’ and credited the chief minister’s vision and the support of the government and hospital administration. Dr Jauhari said kidney-related diseases were increasing and Arunachal needed to prepare for future healthcare requirements, particularly as conditions such as obesity, diabetes and hypertension were contributing to kidney failure. “TRIHMS should eventually develop into a centre of excellence for the Northeast, attracting patients from across the region,” Dr Jauhari added. ITANAGAR, SEP 28: The Arunachal State Rural Livelihoods Mission (ArSRLM) signed Memoranda of Understanding (MoUs) with seven Project Implementing Agencies (PIAs) for skill development and placement-linked training under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0 at a ceremony held at the ArSRLM Conference Hall here on Monday. The partner organisations are Assam Professional Academy, Nitya Foundation, Skills2Skills LLP, Spurthi Rural Development Society, Sundyne Solar Solution Private Limited, Nurture Employability & Economic Development Society (NEEDS) and SHEEP Society. The partnership seeks to expand access to industry-oriented skill training for rural youth, enhance employability and facilitate sustainable livelihood opportunities through placement-linked training. The participating agencies will work with ArSRLM by leveraging their domain expertise and field-level implementation networks. ArSRLM Chief Executive Officer-cum-State Mission Director Sangeeta Yirang emphasised the role of skill development in creating meaningful employment pathways for rural youth. She said the success of DDU-GKY 2.0 would depend on institutional commitment, accountability and active participation of all stakeholders. Yirang urged the implementing agencies to ensure quality training, adherence to prescribed standards and meaningful placement opportunities for trained candidates. She also stressed close coordination and regular communication with ArSRLM for effective implementation. ArSRLM Chief Operating Officer (Skills) stressed adherence to DDU-GKY 2.0 guidelines and Standard Operating Procedures, besides timely completion of training, regular monitoring and quality assurance at training centres. He also emphasised transparency and accountability in project expenditure and outcomes. The MoUs are aimed at strengthening the skill development ecosystem in the State by connecting rural youth with industry-relevant training and employment opportunities, with the broader objective of supporting sustainable livelihoods and improving household incomes. DDU-GKY is a Ministry of Rural Development scheme providing skill training linked to wage employment for rural youth. DDU-GKY 2.0 places emphasis on training quality, placement sustainability and livelihood security, with ArSRLM serving as the nodal implementing agency in Arunachal Pradesh.
