Addressing the media on Friday, a team of faculty members led by CAU Prof BR Phukan highlighted the university’s initiative titled “Alternative Energy Initiatives and Increasing Nutrient Use Efficiency through Organic Sources.” The programme aims to create awareness among farmers and stakeholders on sustainable agricultural practices, renewable energy, and efficient nutrient management. He said agriculture in the NEH region continues to face multiple challenges, including fragile ecosystems, difficult terrain, soil degradation, nutrient leaching, acidic soils, biodiversity loss and poor accessibility in remote areas. “Despite these challenges, CAU has consistently worked to bridge the gap between scientific institutions and farming communities through education, training and dissemination of technology,” Prof Phukan added. Over the past few months, the university has conducted extensive awareness campaigns across the seven hill states through print media and field outreach programmes. With 13 campuses spread across the region, CAU has been sensitising farmers and stakeholders on climate-resilient agricultural practices. The awareness programmes focused on technologies and practices such as solar irrigation systems, agrivoltaics, solar-powered farm operations, artificial intelligence-based greenhouse management, precision farming, conservation tillage, biomass gasification, vermicomposting, solar dryers, wind energy applications and smart farming techniques aimed at improving nutrient-use efficiency and reducing dependence on fossil fuels. Faculty members also spoke on bio-fertilisers, natural farming, soil health management, biodiversity conservation, protected cultivation of high-value crops and flowers, post-harvest management through solar dryers and conversion of agricultural and kitchen waste into vermicompost for sustainable organic manure production. The university appealed to media organisations and stakeholders to actively support awareness initiatives related to sustainable agriculture, alternative energy use, soil health improvement, biodiversity conservation and long-term agricultural sustainability in the Northeast. Panel probing Manipur violence gets 6-month extension to submit report

NEW DELHI : The Centre has given another six-month extension, till November 20, to a Commission of Inquiry to submit its report on the probe into the 2023 Manipur violence that claimed more than 260 lives, a government notification said. The three-member panel, now headed by former Supreme Court judge Balbir Singh Chauhan, was formed on June 4, 2023, in the aftermath of the ethnic violence that broke out in the northeastern state in May that year. It was initially headed by former Gauhati High Court chief justice Ajai Lamba, who resigned with effect from February 28. Justice Chauhan took charge on March 1. According to the notification published in the gazette on Thursday, the commission shall submit its report to the Centre “as soon as possible but not later than the 20th November, 2026”. The panel is probing the sequence of events and facts relating to the ethnic violence that broke out in the state on May 3, 2023, after a “Tribal Solidarity March” was organised in the hill districts. The protest was held against the Meitei community’s demand for Scheduled Tribe (ST) status. The ensuing violence claimed more than 260 lives. The violence was preceded by earlier tensions over the eviction of Kuki villagers from reserve forest land, leading to a series of smaller agitations. The Centre constituted the commission on the recommendation of the Manipur government, citing the necessity of an inquiry into a matter of public importance. The scope of the inquiry includes ascertaining whether there were any lapses or dereliction of duty on the part of any of the authorities or individuals responsible. The commission is also assessing the adequacy of the administrative measures taken to prevent and deal with the violence and riots. It is looking into the complaints or allegations submitted by any individual or association. It has been given extensions a number of times to submit its report since then — on September 13, 2024, December 3, 2024, May 20, 2025, and December 16, 2025 — making the latest order a fifth one. In its last extension, the Union home ministry had given the commission time till May 20 to submit its report. According to the June 4, 2023, notification of the home ministry, large-scale violence broke out in Manipur on May 3, 2023, claiming the lives of many residents of the state, besides injuring several others. People’s houses and properties were burnt down as a result of the arson, rendering many of them homeless, the notification had said. (Source: PTI)

UCC to ensure justice for every citizen: Assam CM

GUWAHATI : Assam Chief Minister Himanta Biswa Sarma on Friday said the proposed Uniform Civil Code (UCC) will ensure equal application of law for all citizens, with special emphasis on the rights of women and children. He asserted that tribal communities will be kept out of the purview of the UCC to protect their traditions and customs. “The Uniform Civil Code in Assam will ensure equal application of the rule of law for everyone and guarantee fair rights to all, especially women and children,” Sarma said in a post on X. “The Janjatiya Samaj of Assam will not be under the purview of #UCCAssam to protect their customs and traditions,” he added, referring to the tribal communities. The first cabinet meeting of the new government on Wednesday had approved the implementation of the UCC in the state, with tribals to be kept outside its purview, Sarma had said after the decision. Sharing two slides on social media on the proposed UCC’s objectives, the CM said it is about “one state, one law”, which will ensure a single legal system for marriage, divorce and succession. Legal marriageable age will be fixed at 18 years for women and 21 years for men, with mandatory reporting of all marriages and live-in relationships within 60 days. “ST and Adivasi communities fully exempted to preserve customs,” Sarma added. Maintaining that the UCC is to ensure “justice for every citizen”, Sarma said it will entail that spouses, children and parents share equal inheritance. The UCC will have explicit maintenance rights for women in marriages and live-in relationships, and guaranteed legitimacy for all children and mother-focussed custody for kids under the age of five years. There will be provision for strict penalties for false statements to ensure legal records integrity, Sarma added. The draft of the UCC Bill will be laid in the Assembly on May 26, Sarma said on Wednesday. The UCC will primarily cover the four subjects — minimum age of marriage, prohibition of polygamy, equal rights for daughters in parents’ property and matters relating to live-in relationships. It will also deal with succession, marriage, live-in relationships and compulsory registration of marriage and divorce, he

Paper leak and a credibility test

The cancellation of the National Eligibility-cum-Entrance Test (NEET) is another blot on the record of the National Testing Agency (NTA), responsible for the conduct of some of India’s most important examinations. That many questions in a ‘guess paper’ were found among questions in the NEET-UG examination held on May 3 makes it more serious than the partial cancellation of the test in 2024. The handwritten ‘guess paper’ is likely to have reached thousands of candidates. The leak was detected only days after the test, raising the question of whether similar leaks have gone undetected in the past. While the new dates for the test are awaited, the schedules for student counselling, admissions, and the commencement of courses will be impacted. The NEET covers about 1.3 lakh medical course seats. About 22 lakh students took the test after months of preparation, which takes a financial, physical, and psychological toll on them. The cancellation and the subsequent retest will cause trauma to many candidates and involve extensive wastage of resources. When the NTA was created in 2017, it was envisioned to improve the examination system and make it a unified, national platform without the unevenness that marked state-level admission procedures. However, the agency has faced questions regarding its processes, charges of paper leaks, and ranking-related disputes. Though the government has assured that the system would be strengthened and safeguards put in place, the paper leak shows that no lessons have been learnt. The Central Bureau of Investigation (CBI) has commenced an investigation, and multiple arrests have been made. Many questions need answering. Where and how did the leak take place? Why did the safeguards fail? After the 2024 incident, an expert committee headed by former ISRO chairman K Radhakrishnan was constituted to reform the NEET system. Were the committee’s recommendations, submitted in October 2024, implemented? Accountability must be established at all levels for this massive institutional failure, and action should be taken against everyone who played a role in it. Union Education Minister Dharmendra Pradhan, too, cannot escape responsibility for this debacle. An examination of this scale presents a major challenge because it involves simultaneously holding the test in more than 5,000 centres. But the country has the requisite technical and logistical competence. This failure has occurred at the human level. Fixing the system is crucial to prevent future breaches and restore the credibility of the test. (Source: DH)
