ITANAGAR : Jan Kalyan Shivirs were organised across Arunachal Pradesh on Saturday, enabling thousands of citizens to access a wide range of Central and State government welfare schemes and public services at their doorsteps.
The statewide campaign, held under the theme “12 Years of Trust, Development and Public Welfare,” aims to strengthen last-mile service delivery, enhance public awareness about welfare programmes, and ensure that benefits reach eligible beneficiaries, particularly in rural and remote areas.
Chief Minister Pema Khandu spearheaded the initiative by launching a Jan Kalyan Shivir at Lungla in Tawang district, where agricultural assistance and benefits under the Chief Minister Social Security Scheme (CMSSS) were distributed to beneficiaries.
At Hari, the Lower Subansiri district administration conducted a comprehensive Jan Kalyan Shivir at Government Secondary School, bringing multiple government services under one roof.
Modelled on the Seva Aapke Dwar initiative, the camp enabled residents to directly access welfare schemes, enrolment services and information from various departments without having to travel to government offices.
The programme focused on natural farming and enrolment under key schemes, including Ayushman Bharat, Ayushman Vay Vandana, PM Surya Ghar, PM SVANidhi and Lakhpati Didi. Lower Subansiri Deputy Commissioner Oli Perme said all departments were directed to ensure active participation and responsive service delivery, while Hari Sub-Divisional Officer Hage Tarung coordinated the event on the ground.
A similar Jan Kalyan Shivir was organised at the school auditorium in Yazali by the Keyi Panyor district administration.
The camp facilitated on-the-spot enrolment and awareness on welfare schemes, with a special focus on natural farming, healthcare coverage, renewable energy and livelihood generation.
Keyi Panyor DC Shweta Nagarkoti said the administration was committed to ensuring that no eligible citizen was left out of welfare programmes. The event was coordinated by Zilla Parishad Chairperson Nabam Piju, Likha Additional Deputy Commissioner Teji and Assistant Commissioner Mumne Borang in collaboration with line departments.
Hundreds of residents availed services under schemes such as Ayushman Bharat, Ayushman Vay Vandana, PM Surya Ghar, PM SVANidhi and Lakhpati Didi.
In Pasighat, a district-level Jan Kalyan Shivir with a special focus on natural farming was organised at the Deputy Commissioner’s Conference Hall.
The programme aimed to create awareness on natural and integrated farming systems, soil health management, value addition, livelihood opportunities and various welfare schemes. Departments set up information and service counters to facilitate beneficiary registration, grievance redressal and dissemination of scheme-related information.
Special emphasis was laid on flagship programmes such as Ayushman Bharat, Ayushman Vay Vandana Yojana, PM Surya Ghar, PM SVANidhi, Lakhpati Didi and Viksit Bharat–Guaranteed Employment and Livelihood Mission (Gramin).
Departments including Agriculture, Horticulture, Animal Husbandry and Veterinary, Fisheries, Krishi Vigyan Kendra (KVK), Agricultural Technology Management Agency (ATMA), Soil Conservation, Rural Development and Arunachal State Rural Livelihoods Mission (ArSRLM) showcased activities related to sustainable agriculture and rural livelihoods.
The programme was attended by Pasighat Additional Deputy Commissioner-in-Charge DC Pebika Lego, Mebo MLA Ninong Ering, East Siang Zilla Parishad Chairperson Ruth Tabing, Zilla Parishad Members, farmers and officials from various departments.
Officials said the Jan Kalyan Shivirs have emerged as an important platform for strengthening citizen-government interaction, promoting welfare awareness and ensuring effective delivery of public services across the state.
A Jan Kalyan Shivir was organised at Government Upper Primary School, Gori village in Leparada district with a focus on natural farming and flagship welfare schemes, including Ayushman Bharat, Ayushman Vay Vandana, PM Surya Ghar Yojana, PM SVANidhi, Lakhpati Didi and Viksit Bharat Gram.
The camp was inaugurated by Basar Zilla Parishad Member Iter Bam, who urged residents to make full use of the services and benefits being delivered at their doorstep. She also called upon government departments to strengthen awareness generation to ensure greater participation in welfare programmes.
Basar MLA Nyabi Jini Dirchi, who attended the programme, emphasised the importance of natural farming in achieving self-sufficiency and food security. She advocated strengthening local production of agricultural, horticultural, poultry and fisheries products to reduce dependence on external markets, while also identifying tourism as a sector with significant potential for economic growth and livelihood generation in the district.
ICAR Basar Centre Senior Scientist S.K. Pandey sensitised farmers on organic and natural farming practices, highlighting the objectives of the Kheti Bachao Abhiyan and stressing balanced fertiliser use and soil conservation for sustainable agricultural productivity.
Various departments set up service counters and awareness stalls, providing on-the-spot assistance and facilitating access to government schemes. The programme was attended by Leparada Zilla Parishad Chairperson Nyamar Riba, Dari Zilla Parishad Member Karnya Bam Chiram, BJP Leparada District President Jonya Basar, officials and community representatives.
The Upper Subansiri district administration conducted a Jan Kalyan Shivir at Government Secondary School, Sippi, aimed at bringing welfare schemes and public services closer to citizens.
Agricultural Development Officer Jhony Yoka highlighted the importance of natural farming and explained the objectives of the outreach programme. Upper Subansiri Deputy Commissioner Tasso Gambo encouraged farmers to adopt sustainable farming practices and reiterated the administration’s commitment to ensuring last-mile delivery of government services.
Daporijo MLA Tania Soki highlighted various welfare initiatives of the Government of India and stressed the need for effective implementation of schemes. He also expressed concern over the absence of some departmental heads and called for greater accountability in public outreach programmes.
Various departments conducted awareness campaigns, grievance redressal activities and beneficiary registration drives, enabling a large number of citizens to access welfare services under one platform.
A district-level Jan Kalyan Shivir was also organised at Unying-Aran Hall in Boleng under the aegis of the Siang district administration, with participation from 16 departments and allied agencies.
Rural Development, Panchayati Raj, Transport and Cooperation Minister Ojing Tasing attended the programme, which focused on bringing government services directly to citizens and raising awareness about Central and State welfare schemes.
The Health Department conducted screenings for hypertension, diabetes, oral cancer and breast cancer, besides facilitating registrations under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) and Ayushman Bharat Health Account (ABHA). A mega free eye check-up camp emerged as one of the major attractions, benefiting a large number of residents.
Agriculture and horticulture departments disseminated information on farmer-centric schemes while promoting natural farming. The Rural Development Department created awareness on Pradhan Mantri Awas Yojana-Gramin (PMAY-G), while the Arunachal State Rural Livelihoods Mission (ArSRLM) facilitated registrations, showcased self-help group products and identified potential beneficiaries under the Lakhpati Didi initiative.
Other participating departments provided services relating to social welfare schemes, banking, ration cards, urban development, transport, elections, skill development, animal husbandry and anti-drug awareness. The event witnessed a significant turnout, reflecting growing public engagement with government welfare initiatives.
Officials said the Jan Kalyan Shivir reaffirmed the government’s commitment to citizen-centric governance and effective last-mile delivery of services.
A Jan Kalyan Shivir was organised at the Deputy Commissioner’s Office Complex in Likabali by the Lower Siang district administration to bring government services and welfare schemes closer to the people.
Arunachal Pradesh Legislative Assembly Deputy Speaker Kardo Nyigyor attended the programme as chief guest. Heads of departments and officials from various government offices set up service and awareness stalls, providing on-the-spot assistance and information on welfare schemes.
A major highlight of the event was the felicitation of 118 Lakhpati Didis by the Arunachal State Rural Livelihoods Mission (ArSRLM), recognising their achievements in livelihood generation and women’s empowerment. The Horticulture Department also distributed 200 banana saplings to beneficiaries to promote horticultural activities and strengthen rural livelihoods.
Addressing the gathering, Nyigyor highlighted the government’s achievements over the past 12 years and said Jan Kalyan Shivirs have emerged as an effective platform for ensuring that welfare benefits reach people, particularly those living in remote areas.
A technical session on natural farming was later organised by agriculture and allied departments, featuring presentations and interactive discussions with farmers on sustainable agricultural practices. Lower Siang Additional Deputy Commissioner Mokar Riba described natural farming as “farming in harmony with nature” and appreciated the enthusiastic participation of farmers.
A Lok Jan Shivir under the Seva Aapke Dwar initiative was organised at Jirdin village in West Siang district, bringing together government departments and local residents under a single platform.
Sports and Youth Affairs, Parliamentary Affairs and SJETA Minister Kento Jini attended the programme, while West Siang Deputy Commissioner Mindo Loyi urged citizens to take advantage of various government-sponsored and subsidised schemes being implemented by the Centre and the State.
District Horticulture Officer Yomli Jini encouraged farmers to adopt natural and organic farming practices, including vermicomposting, to improve agricultural productivity and environmental sustainability.
Addressing the gathering, Jini highlighted the completion of 12 years of the Narendra Modi-led government and emphasised the importance being accorded to natural farming and agricultural development. He also outlined several welfare initiatives implemented by the Arunachal Pradesh government under the leadership of CM Pema Khandu and urged people to fully utilise the benefits available under various schemes.
The minister also advised citizens to ensure timely enrolment and correction of details during the ongoing Special Intensive Revision (SIR) of electoral rolls.
Jan Kalyan Shivirs were organised simultaneously at Roing and Dambuk in Lower Dibang Valley district, focusing on natural farming and saturation of beneficiaries under various Central and State government welfare schemes.
At Roing, the programme was attended by Roing MLA Mutchu Mithi, Lower Dibang Valley Deputy Commissioner Fwwrman Brahma, Zilla Parishad Members, departmental heads and members of the public.
Mithi highlighted visible developmental changes in border and remote areas and lauded the impact of the Jan Dhan-Aadhaar-Mobile (JAM) framework in ensuring direct benefit transfers and improved delivery of welfare schemes. He also underscored the significance of projects such as the Frontier Highway and Vibrant Villages Programme in accelerating development.
DC Brahma stressed the importance of promoting natural farming and directed departments to ensure prompt delivery of services and grievance redressal. District Agriculture Officer Nasiya Mena spoke on sustainable, chemical-free farming practices and the need for strengthening organic certification systems in the state.
At Dambuk, the programme was attended by Dambuk MLA Puinnyo Apum, Lower Dibang Valley Zilla Parishad Chairperson Kabang Gammno, PRI members and Gaon Burahs.
Apum highlighted various flagship schemes of the Central and State governments and urged beneficiaries to utilise them responsibly. Officials also conducted awareness programmes on natural farming and environmental sustainability.
The Dambuk Shivir witnessed participation from over 420 beneficiaries. Of the 394 applications received during the programme, 328 were disposed of on the spot, resulting in an 83 per cent grievance-redressal rate.
The event also showcased the success stories of local Self-Help Groups, with officials informing that 10 women had achieved the status of Lakhpati Didi within two years of the formation of their SHGs. Departments set up awareness and service stalls, enabling citizens to access information and benefits under various government schemes.
Officials said the successful conduct of Jan Kalyan Shivirs across districts reflects the government’s commitment to citizen-centric governance, effective last-mile service delivery and inclusive development.
A Jan Kalyan Shivir under the theme Sarkar Aapke Dwar was organised at Noksa village under Longo Circle in Tirap district, commemorating 12 years of the Central Government under Prime Minister Narendra Modi.
Organised in collaboration with the BJP’s 57th Mandal Borduria-Bogapani, the camp brought multiple departments and agencies under one roof, enabling villagers to access welfare schemes and public services at their doorstep.
Officials from the Jan Suvidha Kendra, Circle Administration, Police, Health, Agriculture, Horticulture, Fisheries, Forest, Animal Husbandry and Veterinary, Women and Child Development, Rural Development, Arunachal State Rural Livelihoods Mission (ArSRLM), Department of Tirap, Changlang and Longding (DoTCL), Agricultural and Processed Food Products Export Development Authority (APEDA), banks and Common Service Centres (CSCs) provided on-the-spot assistance and awareness services.
Health officials conducted consultations and disseminated information on Ayushman Bharat and Chief Minister Arogya Arunachal Yojana (CMAAY), while agriculture and allied departments interacted with farmers on sustainable livelihood practices. Banking institutions facilitated Aadhaar-linked services, financial literacy and insurance awareness programmes.
The camp also enabled villagers to interact directly with departmental officials, seek clarifications and avail welfare benefits under various government schemes.
A Jan Kalyan Shivir was organised at Bomdila by the West Kameng district administration with a focus on natural farming, public welfare schemes and citizen-centric service delivery.
Various departments, including Agriculture, Horticulture, Fisheries, Veterinary, Health, Social Justice, Empowerment and Tribal Affairs (SJETA), Rural Development, Panchayat, ArSRLM, Urban Development and Industries, set up facilitation and awareness stalls to disseminate information on Central and State government schemes.
The Election Branch established a Special Intensive Revision (SIR) information stall to promote voter registration and correction of electoral details, while the District Disaster Management Authority displayed rescue equipment and conducted awareness programmes on disaster preparedness.
Self-Help Groups (SHGs) showcased and sold locally produced products, highlighting rural entrepreneurship and livelihood generation. Awareness programmes under the Nasha Mukt Bharat Abhiyan were also conducted jointly by the district administration and West Kameng Police.
West Kameng DC Dilip Kumar described the Shivir as an effective platform for taking government services closer to citizens and encouraged farmers to adopt sustainable natural farming practices. He also urged public participation in the anti-drug campaign and the ongoing electoral roll revision exercise.
A Jan Kalyan Shivir was organised at Jona-I Government Upper Primary School under Lathao Circle as part of the nationwide outreach campaign focusing on welfare delivery and citizen services.
Member of Parliament Tapir Gao inaugurated the programme in the presence of Namsai Zilla Parishad Chairperson Chow Sujana Namchoom, Namsai Deputy Commissioner C.R. Khampa, district officials, public representatives and villagers.
Addressing the gathering, Gao highlighted various flagship schemes and welfare initiatives of the Central Government and urged people to make full use of the benefits available under them. Deputy Commissioner Khampa reiterated the administration’s commitment to effective implementation of welfare programmes and strengthening service delivery at the grassroots level.
A plantation drive and Nasha Mukt Bharat pledge ceremony were also organised during the event.
Departments including Health, Agriculture, Horticulture, Veterinary, Forest, Power, Public Health Engineering and Water Supply (PHE&WS), Rural Development, Police, District Legal Services Authority (DLSA), State Bank of India (SBI), District Transport Office and Food and Civil Supplies provided services, facilitated registrations and addressed public grievances.
Officials said the enthusiastic public participation reflected the growing effectiveness of Jan Kalyan Shivirs in bringing government services closer to citizens and promoting inclusive development across the state.
