Mizoram CM, Christian bodies urge Centre to refer FCRA Amendment Bill to JPC

NEW DELHI : Mizoram Chief Minister Lalduhoma and leading Christian organisations have urged the Centre to refer the contentious Foreign Contribution (Regulation) Amendment Bill, 2026, to a Joint Parliamentary Committee (JPC) for detailed examination before it is taken up by Parliament. In June this year, the government notified amended FCRA rules for receiving foreign funds, requiring non-governmental organisations to choose from a predefined list of purposes and areas of operation. While allowing a range of faith-based activities, the rules explicitly excluded proselytisation from several categories eligible for registration under the Foreign Contribution (Regulation) Act (FCRA). The FCRA Amendment Bill, 2026, was introduced in the Lok Sabha on March 25 this year and is likely to be taken up for discussion during the last week of the ongoing Monsoon session of Parliament. Raising concerns over proposed changes to regulations governing foreign funding, the Catholic Bishops’ Conference of India (CBCI) has appealed to the Union government to roll back the proposed legislation, alongside newly introduced rules notified on June 22. The apex body of the Catholic church in India urged the Centre to refer the proposed legislation to a JPC for detailed examination and structured dialogue with civil society stakeholders. Speaking on behalf of the Christian community, Most Rev. Anil Joseph Thomas Couto, Archbishop of Delhi and Secretary General of the CBCI, emphasised the church’s historic contribution to social welfare across the country and said that as long-standing partners in nation-building through education, healthcare, and humanitarian service, irrespective of caste and creed, the CBCI respectfully appeals to the Government of India to reconsider and roll back the legislation. While affirming the community’s full support for financial transparency and national security, Archbishop Couto, in a video appeal, highlighted that certain provisions present significant operational challenges for genuine grassroots charitable organisations, both faith-based and otherwise. The appeal joins growing calls from various Christian organisations and regional leaders requesting wider consultations before any legislative action is finalised. All India Christian Council President Joseph D’Souza also demanded withdrawal of the FCRA Bill and sending it to JPC which is the only “sensible way” forward, and said the proposed legislation has already resulted in massive backlash among the Christian community in India and overseas. Lalduhoma said the proposed legislation was currently under consideration by the Union government and urged it to refer the Bill to a JPC to ensure concerns and suggestions from different regions and stakeholders are thoroughly examined prior to finalisation. The Mizoram chief minister said he recently met Union Home Minister Amit Shah in New Delhi alongside leaders of the Mizoram Kohhran Hruaitu Committee (MKHC) and the Council of Churches in Mizoram (CCM), which represent various Christian denominations across the state. The delegation submitted a memorandum to the Union Home Ministry outlining its concerns regarding specific provisions of the proposed law, Lalduhoma said in a post on Facebook. “In the spirit of democratic consultation, we respectfully appeal to the Union Government to refer the Bill to a Joint Parliamentary Committee,” Lalduhoma said, expressing hope that the request would be considered in the interest of inclusive and transparent policymaking. The National Council of Churches in India (NCCI) has also appealed to the Centre to hold back the passage of the FCRA Amendment Bill, 2026, until stakeholders are given an opportunity to examine its provisions and suggest modifications. In a video message on X, NCCI General Secretary Asir Ebenezer said representatives of the Christian community had submitted several representations to the Centre, with the latest submitted to Home Minister Shah on August 6. He urged Shah to recommend that the Bill not be passed until all stakeholders receive a fair opportunity to help build a regulatory framework that ensures accountability for both registered organisations and the regulatory authority. Ebenezer raised concerns over provisions relating to cessation and the proposed vesting mechanism, including how the vesting authority would be constituted and operated. He also called for administrative and judicial review mechanisms to be built into the proposed system. “This will provide the NDA government an opportunity to make amendments to the vexed issues of the 2010 Act,” Ebenezer said, adding that the NCCI remains committed to a transparent and fair regulatory structure. Richard Howell, chairman of the National Church Mission Association, also appealed to Parliament to refer the Bill to a standing committee, noting that institutions serving vulnerable sections of society take generations to build. “We deeply respect the urgent need for transparency, but institutions serving the vulnerable take generations to build,” Howell said, urging Parliament to ensure civil society organisations and community voices are heard before the legislation is finalized. In a post on X, A C Michael, National Coordinator, United Christian Forum, urged Home Minister Shah to send the Bill to JPC for discussion. Cardinal Oswald Gracias, the Archbishop Emeritus of Bombay, also urged Shah “to not rush with this matter” and suggested that the Bill be sent to a parliamentary sub-committee for study. Rev Dr Sunil M Caleb, former principal, Bishop’s College Calcutta, requested the Modi government to send the FCRA Bill to a parliamentary committee for proper scrutiny. In a video message, Most Rev. Stephen Rotluanga, Bishop of Aizawl, asked the Centre “to not pass the Bill as it is” and urged the government to take into consideration suggestions of all sections of society in India. Noted Human Rights activists John Dayal also urged the Centre to send the Bill to JPC. (Source: PTI)

India counters China, formally names 27 places in Arunachal

NEW DELHI : In a collaborative initiative with the Government of Arunachal Pradesh, the central government has located twenty-seven specific geographical sites and features across Arunachal Pradesh, which have been officially standardised on official Survey of India maps to enhance public awareness and accurate recognition. According to a press release on Friday, the Government of India, in consultation with the State Government of Arunachal Pradesh, “identified a total of twenty-seven (27) places/features located in Arunachal Pradesh, by standard place and feature names on the official maps of the Survey of India (SoI).” “Identifying them formally on the Survey of India map of Arunachal Pradesh is aimed at facilitating their accurate recognition and better awareness among the public at large,” the statement from the Ministry of Home Affairs noted. Together, twenty-seven places and features on official Survey of India maps were updated to improve public awareness and recognition, the release stated. According to the release, these categorised locations comprise twenty-one land areas such as Longju, Maja, Bisa, Bara Kundun, Chhota Kundun, Dhan Bari, Pritnagar, Buddhamandir, Jairampur, Teritnagar, Ramnagar, Jaswant Garh, Sagar, Padma, Jyotinagar, Baisakhi, Chhota Ropuk, Bara Ropuk, Shivaji Nagar, Sunpura, and Kamlang Nagar. Additionally, the official list features four distinct passes, including Dzo La, Riza La, Pukur La, and Thag La, one lake known as Sambho Sarovar, and one monument, which is the Sher-e-Thapa Memorial, the release said. These cartographic updates coincide with recent remarks addressing regional security amid social media reports of an incursion in Arunachal Pradesh along the LAC. On Friday, Arunachal Pradesh Chief Minister Pema Khandu denied the reports of a Chinese incursion in the state.CM Pema Khandu told reporters that he would speak to the locals and the Indian Army on the allegations of an incursion by China’s People’s Liberation Army (PLA). “We don’t think there was an incursion as the Indian Army personnel are deployed and maintaining the territory. I have also urged the local tribes; I will hear them and also talk to the army,” he said. Last month, Arunachal Pradesh Home Minister Mama Natung had refuted claims of Chinese encroachment in the State as “just rumours”, urging the media to verify before releasing such statements in the public domain. “Regarding the Chinese encroachment claims being shown on social media, I would request media friends to verify whether such statements are true or not. The reality is that there is no Chinese encroachment in Arunachal Pradesh. Our soldiers are standing 24/7 on the borders to protect Mother India. I can say with confidence that China does not dare to cross even one inch of Indian territory,” he said. “These claims are just rumours and should not be believed. The Indian government has deployed our brave soldiers, and the entire nation stands with them. We are ready to make any sacrifice for the protection of our land,” he added. In June, the Indian Army also rebutted reports in a section of the media alleging encroachment by the Chinese PLA and setting up camps in Arunachal Pradesh and termed them “incorrect and without basis”. “We have seen some media reports alleging recent encroachment by Chinese PLA and setting up of camps in Arunachal Pradesh. These reports are incorrect and without any basis,” the Indian Army said.

In a post on its official X handle, the party said that many people had lost their lives due to incessant rain, floods and landslides in Nagaland. The NPCC said that thousands of families have been displaced, while homes, roads, bridges, farmlands and livelihoods have suffered extensive damage due to the recent floods and landslides. “The tragedy that claimed the lives of young students and many others is a painful reminder that disaster preparedness and resilient infrastructure cannot be ignored,” the party said. Meanwhile, Congress Lok Sabha member from Nagaland S. Supongmeren Jamir, along with four other Members of Parliament from Nagaland and Arunachal Pradesh, recently met Prime Minister Narendra Modi and urged him to extend all possible Central assistance to the flood-affected people of the two states. During the meeting, the Members of Parliament discussed the ongoing flood situation, relief measures and the urgent need for Central assistance to restore damaged infrastructure and rehabilitate the affected population. Prime Minister Modi assured the five parliamentarians from Arunachal Pradesh and Nagaland that the Central government would extend all necessary support and continue to work in close coordination with the respective state governments to effectively address the challenges arising from the ongoing heavy rainfall, floods and landslides. FCRA bill to be debated on Aug 12, no retrospective effect: Mizoram CM after meeting Shah

NEW DELHI : The contentious FCRA amendment bill will be taken up for discussion and passage in Parliament on August 12 but it will not come into effect retrospectively, Mizoram Chief Minister Lalduhoma said after meeting Union Home Minister Amit Shah. Lalduhma and a delegation of church leaders from Mizoram conveyed their concerns to Shah over the Foreign Contribution (Regulation) Amendment Bill, 2026, which seeks to significantly tighten the oversight of foreign-funded organisations, proposing creation of a powerful new authority to seize and manage the assets of non-profits that lose their licence. “We have conveyed our apprehensions on the new FCRA bill to the home minister. He assured us that the bill will not come into effect retrospectively,” he told reporters at the Parliament House complex. Asked whether the home minister indicated any date for discussion and passage of the FCRA amendment bill in Parliament, Lalduhma said Shah told him that the proposed legislation will be debated in the House on August 12. The bill was introduced in Lok Sabha on March 25. The bill provides for a comprehensive framework for vesting, supervision, management and disposal of foreign contributions and assets in a ‘designated authority’, including provisional and permanent vesting. The foreign contribution and the assets created out of foreign contribution of any person–whose certificate has been cancelled under Section 14; or who has surrendered the certificate under section 14A; or whose certificate has ceased under section 14B or any rules made under this Act — shall, from the date of such cancellation, surrender or cessation, vest provisionally in the Designated authority in such manner as may be prescribed, the proposed law said. If an individual fails to obtain a fresh certificate or gets their certificate renewed or restored within the period referred in the law, the foreign contribution and the assets created out of foreign contributions shall thereupon stand permanently vested in the Designated authority, the Bill proposes. In a memorandum submitted to Shah, Lalduhma, along with Mizoram Kohhran Hruaitu Committee (MKHC) chairman John Raldosanga and Council of Churches in Mizoram (CCM) general secretary Lalhmangaiha, said the bill and its rules should operate prospectively as retrospective application of regulatory provisions may create uncertainty and expose bona fide organisations to penalties for past procedural variations. The MKHC and CCM represent major church denominations in Mizoram. “Prospective application, accompanied by saving clauses and transitional safeguards, would ensure that national regulatory objectives are achieved without disrupting schools, healthcare units, and social safety nets that have been built over decades of dedicated service,” the memorandum said. Lalduhma and the church leaders said organisations which voluntarily choose to discontinue foreign funding or undergo restructuring should not be regarded as defaulting entities. “Such decisions are, in fact, acts of compliance and transparency, reflecting a willingness to disengage from foreign contributions in good faith. Their assets, acquired legitimately and dedicated to public welfare, ought to remain protected so that they may continue serving their charitable purposes without interruption,” they said. The memorandum also said allowing continuity in the use of these assets would preserve vital community services such as schools, hospitals, orphanages, and rehabilitation centres, while also demonstrating the government’s commitment to fairness, proportionality, and the encouragement of voluntary compliance. “This approach would reassure civil society that lawful welfare initiatives are valued, and that the regulatory framework seeks to strengthen cooperation rather than penalise genuine organisations,” it said. The Catholic Bishops’ Conference of India (CBCI) had earlier urged Shah to withdraw the FCRA bill and the notified rules, stressing that both be redrafted after wider consultation with stakeholders. The CBCI had submitted a memorandum to Shah on July 10, raising concerns over the proposed bill. (Source: PTI)

No proposal for special Parliament session on women’s reservation, delimitation bills: Rijiju

NEW DELHI : There is no proposal for any special session from August 16 to 18 on the women’s reservation and delimitation bills, Parliamentary Affairs Minister Kiren Rijiju said on Wednesday night. The government is making a fresh attempt for the passage of a Constitution Amendment Bill to implement 33 per cent reservation for women in legislatures in 2029 and redraw the Lok Sabha constituencies to increase their number to 816 in the ongoing Monsoon session by reaching out to principal opposition party Congress and NDA allies, nearly four months after a similar effort failed due to lack of numbers. There has been speculation in some political quarters about the possible reintroduction of the Delimitation Bill and the Women’s Reservation Amendment Bill in a special session of Parliament after Independence Day. When asked about it, Rijiju denied any proposal for a special session. “There is no proposal to have any special session from August 16 to 18 on women’s reservation and delimitation bills,” the minister told PTI. As part of the outreach, Rijiju met Leader of Opposition in the Lok Sabha Rahul Gandhi on Wednesday and discussed with him the reintroduction of the Bill, but did not get any commitment from the Congress leader, sources aware of the government efforts said. The government plans to meet other opposition leaders, including Samajwadi Party chief Akhilesh Yadav, and the DMK leadership to gauge their view on the possible reintroduction of the Constitution (131st Amendment) Bill. A government functionary earlier said if the government wants to reintroduce the delimitation bill, it will be done in the ongoing session and ruled out convening a brief special session soon after the Independence Day weekend. It makes no sense as yet to consider any special session, as being talked about in some quarters, as there is still one more week left for this session to end, a government floor manager said. Enquiry into award of contracts: CBI claims non-cooperation from Arunachal govt

NEW DELHI : The CBI on Monday told the Supreme Court that there was “non-cooperation” from the Arunachal Pradesh government in providing records during its preliminary enquiry into the allegations of preferential allotment of contracts for public works in the state to firms allegedly owned or related to the kin of Chief Minister Pema Khandu. Taking note of the CBI’s status report, a bench of Justices Vikram Nath and Sandeep Mehta issued notice to the chief secretary and principal secretary (Home) of the Arunachal Pradesh government seeking their responses on it. The bench said both these officers would remain present before it on August 24 to explain why there was non-cooperation and non-compliance of the directions passed by the apex court. “A perusal of the same (CBI’s status report) reflects that there is non-cooperation at the end of the state government in providing the necessary records…,” the bench said. On April 6, the top court had directed the CBI to register within two weeks a preliminary enquiry into allegations of preferential allotment of contracts for public works in Arunachal Pradesh to firms allegedly owned or related to the family members of Chief Minister Khandu. Observing that the State and its instrumentalities cannot confer benefits according to the “whims of any political or administrative functionary”, the apex court had said it was a fit case where an “independent investigation” was necessary. In its verdict, it had said the preliminary enquiry and consequential investigation, if any, shall cover the award and execution of public works contracts and work orders in Arunachal Pradesh from January 1, 2015 to December 31, 2025, including the works and compilations placed on record in the proceedings before it. The verdict was delivered on a plea filed by NGOs Save Mon Region Federation and Voluntary Arunachal Sena seeking a CBI or SIT probe into the matter. (Source: PTI)

‘PM’s bogus commitment to accountability’: Cong after CBI’s ‘non-cooperation’ claim in Khandu probe

NEW DELHI : The Congress on Monday attacked Prime Minister Narendra Modi after the Supreme Court summoned Arunachal Pradesh chief secretary to appear on August 24 over the CBI’s allegation that the state government was not cooperating in its probe into allegations against Chief Minister Pema Khandu’s kin. The opposition party said Khandu continues in office demonstrating “the PM’s bogus commitment to accountability and integrity in public life”. The CBI on Monday told the Supreme Court that there was “non-cooperation” from the Arunachal Pradesh government in providing records during its preliminary enquiry into the allegations of preferential allotment of contracts for public works in the state to firms allegedly owned or related to the kin of the chief minister. Reacting to the development, Congress general secretary Jairam Ramesh said, “This was only to be expected. On April 6, 2026, the Supreme Court had on its own volition ordered a CBI investigation into PWD contracts awarded by the PWD Minister to his family members.” “The PWD minister in Arunachal Pradesh is none other than the CM himself. He continues in office demonstrating the PM’s bogus commitment to accountability and integrity in public life,” Ramesh said on X. On April 6, the top court had directed the CBI to register within two weeks a preliminary enquiry into allegations of preferential allotment of contracts for public works in Arunachal Pradesh to firms allegedly owned or related to the family members of Chief Minister Khandu. More dialogue with youth needed amid AI-driven job fears: Former NITI VC

NEW DELHI : Calling for sustained dialogue between policymakers and the young generation, former NITI Aayog Vice Chairman Rajiv Kumar said that the rise of Artificial Intelligence has created uncertainty and frustration among Indian youth regarding future job opportunities and employability. In an interview with PTI Videos, Kumar said that India’s youth is very uncertain and very unclear about the future because of Artificial Intelligence (AI). “This is generating fears of both employability and employment generation,” he said while replying to a question about youth’s anger and recent NEET-related protests. Kumar said the recent periodic labour force survey (PLFS) data has shown that the youth unemployment rate in India for the 1529 age group has stood at around 20 per cent. “Now, if you are faced with their circumstances, then of course you will be frustrated. And, I think this is why we need to have an on-going dialogue with the youth,” he said. According to the Periodic Labour Force Survey (PLFS) Monthly Bulletin June 2026, Unemployment Rate among females aged 15- 29 years was 20.7 per cent and 14.6 per cent for males in the age group in the month. Kumar also suggested that Infosys co-founder Nandan Nilekani, who is heading a task force to reform India’s examination system, should engage with the youth to find out what is bothering them and to somehow give an assurance to the young people of this country that the future is good for them. Last month, a nationwide protest movement by youth, led by the Cockroach Janta Party (CJP), led to the resignation of Union education minister Dharmendra Pradhan. India needs to grow higher than 8% to become an upper middle-income nation by 2047 Asked what India needs to do to achieve its ambitious target of becoming an upper-middle-income country by 2047, Kumar said India must now target to grow at higher than 8 per cent. “In-fact, the target should be to grow in double digits. That, it can do this is proven by many states, which have grown at double digits for the last few years,” he said, adding that the process should be replicated across other states, and India should not be treated as one homogeneous economy because it is not so. According to Kumar, what India needs is a development strategy for each state to grow in double digits, to be able to reach the aspiration of becoming an upper-middle-income country by 2047. “Some years you will grow at less than eight, and some times more than 10. But China has shown that the whole economy could grow at 10 per cent for 30 years,” he observed. Kumar also noted that strengthening the domestic economy will also be India’s best foreign policy. Recently, four Asian countries, Vietnam, Philippines, Sri Lanka, and Jordan, were upgraded from lower middle-income countries to upper middle-income countries by the World Bank. India, despite its strengths, missed the mark. Asked why the share of manufacturing in GDP remained stuck around 16-17 per cent for around two decades, Kumar said, “We were not able to achieve the ease of doing business to promote the private enterprise as much as we should have done.” He lamented that it is quite shocking to know that India’s share of global exports has remained less than 2 per cent for the last three decades, and the manufacturing sector is actually only employing 10- 11 per cent of the labour force. “India has been an export pessimist for a long time. “Our manufacturing sector should target the world market and not focus only on the domestic market,” Kumar said, adding that change has not happened, as a result of which our manufacturing sector has not been able to grow. The eminent economist emphasised that the government has to work with the private sector to identify a few sectors in which all the relevant stakeholders should be focused on raising India’s share in the world market. “But I think a major problem today is that India has one export policy for the whole country. Now this is impossible. What is good for export promotion for Punjab can hardly be relevant for Tamil Nadu. So what we need today is state-specific export promotion policies, and each state must work to design and implement such a policy,” Kumar suggested. He said the Department for Promotion of Industry and Internal Trade (DPIIT), a central government department under the Ministry of Commerce and Industry, which is looking after export promotion, should work with each state to identify its comparative and competitive advantage, and then create the conditions for sharply ramping up exports from each State. “It is absolutely necessary for India to increase its export share in the world market because if we do not do that, we will not be able to expand our manufacturing capacity, and if we do not expand our manufacturing capacity, we will not be able to generate the employment opportunities that are desperately required,” Kumar said.
