TMC rebels’ plan to merge with NCPI bears resemblance to Khandu’s 2016 Cong split

NEW DELHI : The plan of 20 rebel Trinamool Congress Lok Sabha MPs to merge with a lesser-known unrecognised party has “striking similarities” with a split in the Congress’ Arunachal Pradesh unit led by Pema Khandu in 2016, former Election Commission officials have said. In 2016, Arunachal saw one of the biggest political realignments in the Northeast. In September that year, Khandu and 42 Congress MLAs joined the People’s Party of Arunachal (PPA), while former chief minister Nabam Tuki stayed with the Congress. The PPA, then a constituent of the BJP-led North East Democratic Alliance (NEDA), formed the government with Khandu as the chief minister. Two months later, in December, Khandu and 32 PPA legislators joined the BJP. The move gave the BJP its first full-majority government in Arunachal, increasing its strength in the 60-member Assembly to 45. The PPA was reduced to 10 MLAs and the Congress to three. In the 2019 Assembly elections, the BJP won 41 of 60 seats, with Khandu continuing as the chief minister. Cut to 2026. A group of 20 dissident TMC Lok Sabha MPs have told Lok Sabha Speaker Om Birla about their plans to merge with the Nationalist Citizens Party of India (NCPI), a registered unrecognised political party headquartered in West Bengal’s Howrah. In the 2023 Tripura elections, the party fielded four candidates. Of the four, two contested on the party symbol, one as an Independent, while the nomination of the fourth was rejected. All three lost, securing equal or fewer votes than NOTA. The Lok Sabha Secretariat is now seeking legal opinion in writing on the TMC rebels’ merger plea so that the Speaker’s final decision can withstand judicial scrutiny if challenged in court, sources said. Former Lok Sabha secretary general and constitutional expert P D T Achary cited paragraph 4 of the 10th Schedule of the Constitution to underline that only a political party is allowed to merge with another party and just MPs or MLAs cannot merge. Paragraph 4 of the 10th Schedule deals with the exception to disqualification in case of a merger. It says that a member of a House will not be disqualified if the original political party to which they belong merges with another political party and not less than two-thirds of the members of the legislature party concerned agree to such a merger. Achary told PTI that if the leadership of a political party decides to merge with another political party, its MLAs and MPs have to agree on the merger, “but the MPs or the MLAs alone cannot merge with another political party… This is the Constitutional provision”. A former Election Commission official, who dealt with political parties in the poll panel, termed the plan of the TMC rebels to merge with the NCPI an “innovation” that has no mention in either the anti-defection law or the Representation of the People Act. TMC national general secretary Abhishek Banerjee has already written to Birla, disputing the merger proposal of the rebel MPs. In the letter dated June 10, Banerjee cited a 2023 judgment by a Constitution bench of the Supreme Court on the Maharashtra political crisis, which held that a political party and the legislature party are different entities and that protection under Paragraph 4 requires a valid merger involving the original political party as well. “After the 91st Amendment, the only lawful route by which a body of members may lawfully realign is a merger within the meaning of Paragraph 4 of the 10th Schedule, when two conditions are satisfied – namely when the political party merges and, cumulatively, two-thirds of the legislature party switches,” Banerjee wrote to Birla. “The claims making the rounds in the media presume that only one condition has to be satisfied, which is incorrect. Therefore, assuming without admitting in any manner that two-thirds of the legislative party has switched, there has been no merger of the political party with any party or any creation of a new party called AITC,” Banerjee wrote. Govt places curbs on Telegram messaging app ahead of NEET-UG re-test

NEW DELHI : The government on Tuesday temporarily restricted access to the Telegram messaging app ahead of the NEET-UG 2026 re-examination, with the National Testing Agency saying the measure was aimed at tackling cheating rackets. The Ministry of Electronics and Information Technology (MeitY), acting on recommendations made by the National Testing Agency (NTA), has issued a direction under Section 69A of the Information Technology Act, 2000, restricting access to the Telegram platform in India for a defined and limited period ending June 22, 2026 covering the day of the NEET (UG) 2026 re-examination and its immediate aftermath. A separate direction requires Telegram to disable in India the message-editing feature for already-posted messages for a defined period ending June 30, 2026 addressing the specific structural feature through which the platform has been used to fabricate after-the-event “paper leak” evidence in respect of national examinations, the NTA said in a statement. “Both measures have been taken in the interest of public order, in response to the organised use of the platform by cheating rackets to defraud candidates appearing for the NEET (UG) 2026 re-examination scheduled on 21 June 2026,” the NTA said. The agency expressed its gratitude to MeitY for what it described as a “timely action” taken in the interest of students and said it would help ensure the conduct of “safe and secure examinations” on June 21. The medical-entrance examination held on May 3 was cancelled amidst allegations of irregularities, leaving lakhs of aspirants in despair. The re-test is scheduled to be held on June 21. NIIS seeks repeal of APFRA, removal of ‘Yullo’ from Nyokum references

Staff Reporter ITANAGAR :  The Nyishi Indigenous Identity Society (NIIS) has urged the state government to repeal the Arunachal Pradesh Freedom of Religion Act (APFRA), 1978, and remove the suffix “Yullo” from all official references to the Nyokum Festival, claiming that the addition does not enjoy broad-based consensus within the community. Addressing a press conference at the Arunachal Press Club here on Monday, NIIS president Dr Gyamar Tana said the organisation had submitted a representation to Chief Minister Pema Khandu outlining concerns that it believes have implications for communal harmony and social cohesion in the state. Copies of the memorandum have also been forwarded to the Department of Indigenous Affairs. On the APFRA, Tana said the legislation had remained largely dormant for decades, but recent developments relating to the framing and implementation of its rules have generated widespread debate among various sections of society. He contended that enforcing the law could create social divisions rather than strengthen peace and harmony. The organisation appealed to the government to take steps towards repealing the Act in the larger interest of maintaining unity, mutual respect and social harmony among the people of Arunachal Pradesh. The NIIS also objected to the use of the term “Nyokum Yullo” in official communications. Referring to a notification issued by the Department of Indigenous Affairs on March 9, 2024, Tana said the festival has traditionally been recognised as “Nyokum Festival” and alleged that the addition of the suffix “Yullo” was made without adequate consultation with stakeholders. According to the organisation, Nyokum is celebrated by members of the Nyishi community irrespective of religious affiliation and has long served as a unifying cultural festival. While acknowledging the ritual significance of the term “Yullo” in certain traditional practices, NIIS maintained that it is not universally accepted as part of the festival’s official name. Tana further alleged that the decision was taken without consensus among key stakeholders, including community organisations, cultural bodies, religious groups and other representative institutions of the Nyishi community. The organisation demanded that the government delete the suffix from all official references, withdraw the notification endorsing its use and restore the nomenclature “Nyokum Festival” in all government records and communications. Expressing hope that the government would give due consideration to the issues raised, Tana said addressing the concerns would help preserve social harmony and unity. He added that failure to act could lead to growing public dissatisfaction.

Bamboo can drive Arunachal’s economy: Khandu

ITANAGAR : Chief Minister Pema Khandu on Monday described bamboo as the state’s “Green Gold” and called upon local youth to harness its vast potential for entrepreneurship, employment generation and sustainable economic growth. Inaugurating the Arunachal Pradesh Bamboo & Cane Technology Centre at Gungu near here, Khandu said the new centre would transform the state’s abundant bamboo resources into value-added products and create livelihood opportunities for youth, artisans, self-help groups and entrepreneurs, an official release said. Arunachal possesses the country’s second-largest bamboo stock and over 60 bamboo species. “Bamboo is not a new subject for us. It has always been an integral part of the social, cultural and economic life of our tribal communities,” the chief minister said, adding that the facility would serve as a hub for innovation, skill development, value addition and commercialisation of bamboo products. Highlighting the expanding industrial applications of bamboo, the Khandu said it is no longer confined to traditional handicrafts but is now being used in furniture, construction materials, textiles, biofuel and even aviation fuel. He credited Prime Minister Narendra Modi for reforms that removed bamboo from the category of trees under forest regulations, making its cultivation and commercial use easier. The chief minister urged unemployed youth, especially from the Gungu and Sangdupota areas, to take advantage of the training facilities at the centre and government-backed entrepreneurship schemes. He said bamboo-based enterprises can tap national and international markets through e-commerce platforms and benefit from initiatives such as the Prime Minister’s UNNATI Scheme and various MSME programmes. Advocating bamboo-based prefabricated housing technology, Khandu said such structures are lightweight, cost-effective and environmentally sustainable, making them particularly suitable for earthquake-prone Himalayan regions. He also stressed the need for a comprehensive bamboo policy and directed experts and officials of the Arunachal Pradesh Bamboo Resources and Development Agency (APBRDA) to prepare a long-term roadmap for bamboo cultivation, processing, regeneration and industrial utilisation. Emphasising the importance of skill development, the chief minister said the state must reduce its dependence on outside labour by equipping local youth with market-relevant skills. He observed that with major hydropower projects underway, Arunachal Pradesh would require thousands of skilled workers in the coming years. Khandu also said Sangdupota and adjoining areas are emerging as a key growth corridor for the Capital region due to the presence of major educational and institutional establishments. Responding to local demands, he assured support for improving water supply infrastructure and constructing a bridge to enhance connectivity to the Bamboo & Cane Technology centre. Forest Minister Wangki Lowang, local MLA Nabam Vivek, APBRDA Chairman Kipa Tatar, Vice Chairman Techi Necha, NEC Member T N Thongdok, senior officials, scientists and representatives of various boards and agencies were present on the occasion.
