Flood crisis management teams should be constituted in every state: Shah

NEW DELHI At a high-level meeting on Sunday, Union Home Minister Amit Shah said flood crisis management teams (FCMTs) should be constituted and activated in every state. At the meeting, Shah reviewed the country’s preparedness to deal with potential floods and heatwaves and underlined that efforts should be made to achieve zero-casualty disaster management. Shah said at least 60 lakes should be included in the plan to develop an early-warning system for 30 high-risk lakes in Jammu and Kashmir, Ladakh, Uttarakhand, Himachal Pradesh, Arunachal Pradesh and Sikkim with the National Disaster Management Authority’s (NDMA) support, according to a government statement. Shah also said there should be an integrated system for flood forecasting at both the central and state levels. FCMTs should be constituted and activated in every state, the home minister said. He asked the NDMA to conduct a study to assess how many states are following the ministry’s directives and the NDMA guidelines for dealing with forest fires, heatwaves and floods. Shah said efforts must be made to implement the vision of zero-casualty disaster management. Emphasising that greater possibilities for water conservation and improvement in groundwater levels should be explored through water-storage and check-dam projects, he said the objective should be to conserve water by constructing check dams on rivers, while also minimising the impact of heatwaves. Shah said the CAMPA Fund should be utilised to make efforts aimed at maintaining environmental balance. He said a master plan should be prepared to address the changes in weather patterns caused by climate change and the growing disaster-related challenges arising from those. Shah also said weather forecasts and warnings should be disseminated widely and effectively. Efforts should be made to further improve the assessment of the upcoming monsoon by studying casualties during the season, the accuracy of forecasts and the damage caused to the agriculture sector, he added. The meeting was attended by Union Jal Shakti Minister C R Patil, the Union home secretary, secretaries and senior officials of various ministries, members and heads of departments of the NDMA. MAiTRI-2026 concludes at NERIST with focus on research and innovation

ITANAGAR, The valedictory session of MAiTRI-2026, organised by the Department of Electronics and Communication Engineering of the North Eastern Regional Institute of Science and Technology (NERIST), was held on Saturday at the EE Seminar Hall. NERIST Director Prof Narendranath S attended the programme as the chief guest and appreciated the efforts of organising chairs Dr Kurmendra and Dr Chitranjan Kumar Rai for successfully conducting the international conference. He also commended the Department of Electronics and Communication Engineering for organising an important academic event and encouraged the department to hold more research-oriented programmes in future. Indian Institute of Technology (IIT) Guwahati Prof Samrendra Dandapat attended the session as the guest of honour and highlighted the growing importance of machine intelligence in national development. He stressed the significance of organising such conferences at reputed institutions like NERIST. NERIST Dean (Administration) Prof M Chandrasekharan and Dean (Planning and Development) Prof Sachindra Mahato lauded the department and the organising team for successfully conducting the conference in collaboration with Dr B R Ambedkar National Institute of Technology Jalandhar, Punjab. Speaking on behalf of the participants, Motilal Nehru National Institute of Technology Allahabad Assistant Professor Dr Arvind Prajapati appreciated the uniqueness of the conference and praised the keynote speakers for their insightful lectures. Department of Electronics and Communication Engineering Head In-charge Prof Rajesh Kumar highlighted the significance of MAiTRI-2026 and acknowledged the contributions of faculty members, speakers, participants and organisers towards the successful conduct of the event. The vote of thanks was proposed by organising chairs Dr Kurmendra and Dr Chitranjan Kumar Rai, who expressed gratitude to the NERIST administration, collaborating institute, student volunteers, participants and all stakeholders for their support and cooperation in making the conference successful.

CATC-05 concludes at JNV Megdong

MEGDONG, The Combined Annual Training Camp (CATC-05), organised by the 1 Arunachal Pradesh Battalion National Cadet Corps (NCC) under the aegis of NCC Group Headquarters Tezpur, concluded on Sunday at Jawahar Navodaya Vidyalaya (JNV), Megdong. Conducted from May 1 to 10, the camp marked a significant milestone as the first NCC training camp organised in the remote region, reflecting the commitment of 1 AP Battalion NCC to extending quality training opportunities to cadets in far-flung areas and ensuring inclusive participation. During the 10-day camp, cadets underwent extensive training aimed at promoting discipline, leadership, physical fitness and national integration. Activities included physical training, yoga, aerobics, drill, weapon training, map reading, field craft, battle craft, judging distance, field signals, camouflage techniques, cardiopulmonary resuscitation (CPR) training, disaster management awareness and drug abuse awareness sessions. Cadets also participated in 25-metre shooting and firing practice, which enhanced their practical field skills, confidence and focus. The camp featured several informative sessions by resource persons. Lieutenant Siddhant Gaikwad of 19 JAT delivered a lecture on Operation Sindoor, while Women and Child Health Department Deputy Director Nyajar Gusar conducted an awareness session on health and hygiene. ADC Kodak addressed the cadets on career counselling and motivated them to pursue their goals with dedication and clarity. As part of experiential learning and community engagement, cadets visited Vibrant Villages including Megdong, Meche Marde and Belo, where they interacted with local residents and gained exposure to the region’s cultural heritage and traditions. A Swachh Bharat Abhiyan cleanliness drive was also organised on the school premises to promote civic responsibility, cleanliness and environmental awareness among the cadets. Adventure and team-building activities such as trekking expeditions and crew cooking exercises formed an integral part of the camp, encouraging teamwork, endurance, self-reliance and cooperation. The camp also provided a platform for cultural and personality development activities. Competitions in group dance, singing, skits, drama and public speaking witnessed enthusiastic participation from cadets. Officials said the camp benefitted cadets from remote areas by enabling them to attend structured NCC training closer to their homes, reducing long-distance travel and related expenses while encouraging wider grassroots participation. The successful conduct of CATC-05 has set a strong precedent for organising similar camps in remote areas in future, further strengthening the NCC’s commitment towards inclusive youth development and equal training opportunities across the region. Himanta Biswa Sarma elected NDA leader, set to return as Assam CM

GUWAHATI, Himanta Biswa Sarma was elected as the leader of the BJP-led NDA in the Assam Assembly on Sunday, paving the way for him to become the chief minister for the second consecutive term in the state, Union minister J P Nadda said. Eight BJP legislators proposed the name of Sarma as its legislature party leader, Nadda said. Earlier, the Assam BJP’s legislature party met here in the morning to elect its leader, who will also head the new government in the northeastern state. Nadda and Haryana Chief Minister Nayab Singh Saini were present at the meeting as central observers and co-observers. The BJP partners in the alliance, Asom Gana Parishad (AGP) and Bodoland People’s Front (BPF), also supported Sarma’s nomination, leading to his unanimous election as the NDA leader, Nadda said. Sarma and other NDA leaders are scheduled to call on Governor Lakshman Prasad Acharya at the Lok Bhawan later on Sunday to discuss matters pertaining to government formation, officials said. They are expected to stake claim to form the next government during the meeting with the Governor. The BJP-led NDA swept to a third successive term in the state with a two-thirds majority in the assembly polls. The BJP secured 82 seats, while its allies AGP and BPF won 10 each, in the 126-member House. (Source: PTI)

Three nabbed for extorting money in name of ULFA(I) in Dibrugarh

DIBRUGARH, Three youths were arrested for allegedly extorting money in the name of ULFA(I) from Dibrugarh district of Assam, police said on Sunday. Acting on information regarding extortion calls and SMS received by a doctor, Dibrugarh Police immediately launched an operation led by DSP (HQ) Nayan Moni Barua, a senior officer said. “During the investigation, police identified three accused involved in the extortion attempt. The trio sent extortion SMS messages to the victim and also delivered an extortion letter in the name of ULFA(I), demanding Rs 60 lakh,” he added. Preliminary probe revealed that the accused were allegedly involved in similar extortion demands targeting multiple victims across Upper Assam, particularly in Dibrugarh and Sivasagar districts. “All three accused are currently in the custody of Moran Police Station for further interrogation and necessary legal action,” the official said. 3 suspected rhino poachers held in Assam, firearm parts seized

TEZPUR, Three suspected poachers were apprehended from Assam’s Lakhimpur district on Sunday, officials said. The accused were allegedly planning to poach rhinos in the Kaziranga National Park (KNP), they said. KNP director Sonali Ghosh said the arrests were made from Narayanpur, in a joint operation by forest officials of the Eastern Range, Gamiri, and the Crime Investigation Range of the Biswanath Wildlife Division of the park, based on intelligence inputs. “The operation was conducted in connection with a wildlife offence case registered in March. The accused were planning rhino poaching in the sixth addition area of the national park,” she said. During the operation, forest teams also recovered parts of a country-made firearm, including a rifle bolt and butt without a magazine, from Ukhal Chuk in Majuli district, she added. The three accused are residents of Majuli, Lakhimpur and Biswanath districts. Ghosh said that in the earlier wildlife offence case, forest officials had recovered a .303 rifle along with 13 rounds of ammunition from the Gopaljarani area near Kaziranga. Forest authorities suspect the involvement of a larger poaching network. (Source: PTI)

Assam: Victim of robbery succumbs to injuries; 6 suspects arrested so far

NAGAON, A woman who was critically injured in an armed dacoity at her residence in Assam’s Nagaon district last month succumbed to her injuries on Sunday, while six suspected robbers have been arrested in the case so far, police said. The victim, Ruprekha Bhuyan Saikia, had been undergoing treatment at a private hospital in Guwahati in a critical condition since the incident on April 24. She died in the early hours on Sunday, family sources said. The body was taken to her Nagaon residence after post-mortem examination. A gang of eight robbers had carried out the dacoity at the residence of a local doctor, Ranjit Saikia, in Nagaon town’s Morikolong area. The robbers had attacked Saikia and his wife with sharp weapons and looted cash and jewellery. The doctor was also injured in the incident, though their nine-year-old son was unharmed by the dacoits. Talking to reporters here, Nagaon senior superintendent of police (SSP) Partha Pratim Das said six persons have been arrested in the case, with police on the lookout for two more. He said some of the accused, who were recruited by the local mastermind to carry out the dacoity, are from other districts. “They looted about Rs 1.5 lakh in cash, some jewellery and other valuables. We have so far recovered Rs 45,000 cash,” Das said. One blood-stained iron rod was recovered from the bedroom of Saikia’s house, and two ‘daos’ (machete) with blood stains were found in a nearby dump site during investigation, the SSP said. A special investigation team of Nagaon police, led by the additional superintendent of police (crime), is conducing the probe. (Source: PTI)

A floor test at the Lok Bhavan

Political uncertainty prevails in Tamil Nadu regarding the Tamilaga Vettri Kazhagam (TVK) forming the new government in the state. Governor Rajendra Arlekar’s insistence that the TVK – the single-largest party after the April elections – produce evidence for its majority in the Assembly lacks constitutional grounding and may have set a wrong precedent. By Friday, when the TVK mustered more support from other parties, including the Congress, TVK chief Vijay had already visited the Lok Bhavan three times to stake his claim. Instead of stalling the TVK, Arlekar could have followed examples set by the nation’s presidents and governors of other states. The assumption behind requiring evidence of a majority is that the Governor must be satisfied with the government’s support in the House. However, this assumption lacks legal or constitutional merit. When no other party has staked its claim, the Governor is incumbent to invite the leader of the largest party to form the government. Precedents support this, including the case of Atal Bihari Vajpayee at the national level in 1996, and cases involving B S Yediyurappa in Karnataka, Devendra Fadnavis in Maharashtra, and leaders in other states. In constitutional terms, the stability of the incoming government should not concern the Governor – a minority government under P V Narasimha Rao went on to complete its full 1991-96 term. Article 164(1) states that the chief minister shall be appointed by the Governor, and Article 164(2) mandates that the “council of ministers shall be collectively responsible to the legislative assembly.” There is no implicit or explicit condition of majority support. Courts have ruled in several cases that the “pleasure” of the Governor is not subjective. Arlekar’s actions amounted to testing the support of a government in the Lok Bhavan. Courts have ruled that such tests should only be held on the floor of the House. The convention is for the Governor to swear the chief minister in and demand that the majority be proved within a stipulated time. The script may have followed a political direction. For the Bharatiya Janata Party (BJP)-led Centre, a state government led by alliance partner All India Anna Dravida Munnetra Kazhagam (AIADMK) may hold appeal. However, such a move would have been unethical. Constitutional and political justice demand that Vijay be invited to form the government, regardless of whether he secures the necessary support in the House. (Source: DH)

Akajan-Bame road issue to be taken up with PMO: MoS

LIKABALI, Union Minister of State (MoS) for Corporate Affairs and Road Transport & Highways Harsh Malhotra concluded his two-day visit to Lower Siang district on Saturday after reviewing the progress of road and infrastructure projects during a coordination meeting at Likabali. The meeting was attended by Heads of Departments, Panchayat members, Border Roads Organisation officials and National Highways & Infrastructure Development Corporation Ltd (NHIDCL) Executive Director. Reviewing the status of developmental works, Malhotra stressed the need to overcome challenges and ensure timely execution of projects with minimal hindrance. “We have constraints, but success can only be achieved by overcoming them,” he said. Reiterating the Centre’s commitment towards the welfare and development of the Northeastern states, particularly aspirational and underprivileged regions, the Minister assured that the longstanding demand for conversion of the 105-km Akajan–Bame road stretch into a National Highway would be taken up with the Prime Minister’s Office (PMO), Ministry of Road Transport & Highways and the Defence Ministry for an early solution. During departmental presentations, Malhotra advised officers to submit proposals and official notes to the government in a timely manner and actively pursue them. “Development is a collective responsibility and remains a top priority of the Central Government,” he said. Earlier, the Minister visited an Anganwadi Centre at Lipu, where he interacted with officials, Anganwadi workers and children. He also directed the district administration to provide additional basic facilities to the centre. The Minister later inspected the road stretch from Likabali to Siji along the proposed Likabali–Bame highway to assess its condition firsthand. The road is regarded as the lifeline for six districts of the state. Arunachal Pradesh Deputy Speaker and Likabali MLA Kardo Nyigyor reiterated the demand for declaration of the Akajan–Bame road as a National Highway and sought the Union Minister’s intervention for priority consideration. “The road will connect the existing National Highways in Assam with the state highway at Bame in Leparada district,” Nyigyor said. Describing it as both a lifeline for six interior districts and a strategically important defence route, he said the poor condition of the road severely hampers vehicular movement during the monsoon season, often disrupting connectivity for days. The Union Minister was accompanied during the visit by Lower Siang In-charge Deputy Commissioner Mokar Riba, Lower Siang Superintendent of Police Bomken Basar, officials of various departments, NHIDCL officials and other dignitaries.
