Drug peddler arrested, heroin seized PASIGHAT, MAY 5: Continuing its anti-narcotics drive under Operation Dawn 2.0, East Siang Police apprehended one individual and seized suspected heroin and ganja during an operation conducted under Pasighat Police Station on Tuesday. Acting on credible information received around 9:05 am regarding illegal trafficking of narcotic substances, a police team led by ADS in-charge Ayup Boko, along with officers Amum Panyang, K Tangha, Kodak Dagium and other personnel, set up a naka based on intelligence inputs. The team intercepted Maklung Tayeng of Mebo, East Siang, who was travelling to Pasighat in a Night Super bus. In the presence of Pasighat Sub-Divisional Officer Sanjay Taram, a body search was conducted, leading to the recovery of suspected heroin weighing 1.49 grams (including packet) and ganja weighing 3.12 grams (including packet). The seized contraband was duly weighed, packed, sealed and documented in accordance with legal procedures. The entire operation was videographed to ensure transparency. A case has been registered at Pasighat Police Station vide Case No. 45/26 under Sections 21(a) and 20(b)(ii)(A) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, and further investigation is underway. East Siang Superintendent of Police Pankaj Lamba commended the efforts of the police team and Anti-Drug Squad, reiterating the district police’s zero-tolerance policy against drug-related offences. He also urged the public to remain vigilant and report any illicit activities, emphasising the importance of community cooperation in achieving a drug-free East Siang.

Arunachal joins nation in celebrating 150 years of ‘Vande Mataram’
ITANAGAR, NOV 7: Arunachal Pradesh on Friday joined the nationwide celebrations commemorating 150 years of India’s national song ‘Vande Mataram’. Governor Lt General KT Parnaik (retd) participated in the celebration organized at the State Banquet Hall in Itanagar. “Vande Mataram is the timeless song that stirred the soul of India’s freedom movement. It reminds us of our glorious past and stands today as a living celebration of unity, courage, and the unbreakable bond we share with our motherland”, Parnaik said in his address. The Governor emphasized that as India moves toward 2047, marking 100 years of Independence, the sacred song urges each citizen to contribute to building a Viksit Bharat. He called upon everyone to renew their commitment to the ideals embodied in the song: love for the motherland, pride in our heritage, and responsibility toward future generations. Addressing the youth, the Governor urged them to serve with sincerity, lead with compassion, and uphold the unity and harmony that form the essence of India. In today’s world, he said, patriotism is reflected in honesty in our work, empathy in our actions, and integrity in every decision we make. Rajiv Gandhi University, Vice Chancellor Prof SK Nayak, Chief Secretary (in-charge) Pawan Kumar Sain, and Prof PK Nayak of RGU also shared their reflections on the significance of the Rashtriya Geet. Speaker of the Arunachal Pradesh Legislative Assembly TesamPongte, and people from all walks of life, including government officials and students from Goa and Uttarakhand, joined the commemoration programme, making it a truly inclusive celebration of national pride. Chief Minister Pema Khandu, who participated in the celebration organized at his hometown Tawang, expressed pride in being part of the historic milestone of the song written by Bankim Chandra Chatterji. “Vande Mataram is not merely a song, but a sacred hymn that stirred the hearts of countless freedom fighters. It is a timeless call of devotion to our Motherland and a soulful prayer that continues to awaken love for Bharat in every generation”, he said. Khandu recalled that Vande Mataram, composed by Bankim Chandra Chatterji in 1875, became the soul-stirring anthem of India’s freedom movement, inspiring patriotism and unity across the nation. “As we commemorate 150 glorious years, we pay tribute to the timeless words that united a nation and continue to inspire generations to love and serve Maa Bharati,” Khandu wrote in a social media post after the event. Meanwhile, Deputy Chief Minister Chowna Mein participated in the Unity March (Ekta Yatra) at Namsai organized by the Namsaidistrict administration to mark the occasion. “The march reminded us of the importance of unity and collective effort in building a strong and self-reliant nation,” Mein said, appreciating the enthusiastic participation of people from all walks of life. He added that such events reinforce the spirit of Ek Bharat, Aatmanirbhar Bharat, celebrating India’s unity in diversity. Papum Pare district also joined the nation in celebrating the day with programs held across 137 centres, including the DC Office, Yupia; ADC offices at Sagalee, Balijan, and Kimin; SDO Office, Doimukh; CO Office, Kakoi; Government College, Doimukh; Midpu, and 130 schools of the district. Officials, students, and citizens across all centres joined together in singing Vande Mataram, their voices resonating with patriotic fervour and unity. The Day was also observed across the institutions and administration centres in Upper Subansiridistrict. Speaking at the programme organized at the district headquarters, Daporijo MLA Taniya Soki called upon the people to learn the lyrics of “VandeMataram” like those of national anthem “Jana Gana Mana”. He said these two songs are equally important in shapingnational integrity and instill patriotism, unity, equality, peace and social harmony. Upper Subansiri deputy commissioner Tasso Gabo stressed on observing the commemoration of the ‘Vande Mataram’ in schools and colleges, stating this will promote unity and patriotism among people particularly the younger generations. Programmes were also organized in other administrative circles of the district to commemorate the historic milestone of the song. The event was organised in collaboration with the Department of Art & Culture and the Department of Information & Public Relations (IPR) at the DC office premises, Yingkiong. Administrative outposts such as Tuting, Geku, and Jengging, along with various schools across the district, also enthusiastically participated in the mass singing of “Vande Mataram”, showcasing a spirit of patriotism, unity, and pride. It was first published on 7th November 1875 and later adopted as the National Song of India by the Constituent Assembly in 1950. The song was first sung by Gurudev Rabindranath Tagore at the 1896 Congress Session in Calcutta (now Kolkata). Programmes were also organized across all districts to celebrate the historic milestone of the national song.
Wildlife panel clears 13 defence, paramilitary projects in Ladakh, Arunachal
NEW DELHI, NOV 7: The Standing Committee of the National Board for Wild Life (NBWL) has recommended 13 defence and paramilitary projects, most of them in high-altitude protected areas of Ladakh and one in Arunachal Pradesh, according to the minutes of its 86th meeting The proposals, submitted by the Ministry of Defence, the Indo-Tibetan Border Police (ITBP) and the Border Roads Organisation (BRO), include new border outposts, a brigade headquarters, ammunition storage and training facilities and bridge and culvert works. The committee has approved these projects with strict environmental safeguards to protect fragile Himalayan ecosystems. According to the minutes, the committee has recommended the use of 0.37 hectare of the Eco-Sensitive Zone of the Eaglenest Wildlife Sanctuary in Arunachal Pradesh for the construction of a 158-metre-long permanent bridge on the Balipara-Charduar-Tawang road under Project Vartak. The area lies within a global biodiversity hotspot and an important elephant corridor. The proposal was cleared with a mitigation plan that includes construction only during daylight hours, speed-control measures and waste and noise management. In Ladakh, several major defence projects were approved inside the Changthang Cold Desert and Karakoram (Nubra-Shayok) wildlife sanctuaries. These include the establishment of a 315 Field Workshop Company at Chushul, spread over 3.7 hectares, to support the 142 Infantry Brigade deployed near the Line of Actual Control (LAC). The committee has also cleared a Formation Ammunition Storage Facility (FASF) at Tsogtsalu, covering 24.2 hectares, in the Changthang Sanctuary. Another FASF of 47.1 hectares at KM-47 in the Karakoram Sanctuary has also been recommended. A 48.6-hectare Training Node Area at Tara in the Changthang Sanctuary, located around 15,500 feet above sea level, was recommended to provide realistic high-altitude tactical training for troops. The committee has also approved the use of 40 hectares at Chushul for establishing a Brigade Headquarters for the 142 Infantry Brigade, along with related support units. Other projects cleared include an artillery battery on 9.46 hectares at KM-148 and an Army camp on 8.16 hectares at KM-120 in the Karakoram Sanctuary. The committee has also recommended three new ITBP border outposts at Quazi Langer, BopsangLungpa and KM-156, each spread over about 1.62 hectares, and a 0.1-hectare transit detachment at KM-80. A small hume pipe culvert at Mudh, near the Nyoma Advanced Landing Ground, was also cleared to facilitate movement across the Indus river. During discussions, ecologist R Sukumar advised that defence infrastructure should not be located close to marshes, riverbanks or narrow valleys prone to flash floods and avalanches. The committee noted his suggestions and directed that these be incorporated into mitigation plans. The panel said while these projects are critical for national security, their implementation must ensure minimal ecological disturbance in the sensitive Himalayan landscape. (Source: PTI)
CM launches soft loan scheme to empower ITI graduates towards self-reliance
ITANAGAR, NOV 7: Chief Minister Pema Khandu on Friday announced the launch of a soft loan scheme for ITI pass-outs, aimed at enabling technically skilled youth to establish their own entrepreneurial ventures and move confidently towards self-reliance. The Chief Minister Soft Loan Scheme (CMSLS), to be implemented by the skill development and entrepreneurship department, is open to candidates who have passed out from Industrial Training Institutes (ITIs) within the last three years, beginning from 2022, Khandu said in a social media post. The scheme seeks to provide financial assistance to help them set up independent businesses in their respective trades, he said. Under the CMSLS, eligible ITI graduates can avail of financial support through two tranches of soft loans. The first tranche will provide up to Rs 1 lakh, while the second one offers up to Rs 2 lakh. In addition, beneficiaries will receive a toolkit incentive of Rs 15,000. To further ease the repayment burden, the scheme includes a 25 per cent loan subsidy and a 7 per cent interest subsidy. “When we invest in skills, entrepreneurship, and in our youth, we invest in the future of this land,” Khandu said. The focus of the government is to transform skilled youths into job creators rather than job seekers, and the scheme is a step towards achieving the vision of an ‘Atmanirbhar Arunachal’, the CM said. The chief minister said the initiative is not only about offering loans but also about empowering the youth to take charge of their futures by converting their technical skills into viable and sustainable businesses. He said the government aims to strengthen the entrepreneurship ecosystem in the state and help young people contribute meaningfully to the local economy. Applications for the scheme can be downloaded from the state’s official skill development portal, the chief minister said, adding that applicants are required to submit their completed forms and supporting documents to the principals of their respective ITIs before December 31 next. Officials from the department said the scheme is designed to nurture small-scale entrepreneurship in sectors such as electrical works, welding, carpentry, automobile repair, tailoring, and other trades where ITI graduates already have hands-on experience. They added that the initiative will complement other ongoing programmes like the Pradhan Mantri Kaushal Vikas Yojana and start-up India Mission, thereby strengthening the overall skill development framework in the state.
