PM pollution increased by 20 pc in Indo-Gangetic Plain, Himalayan region, North-East: Study

NEW DELHI : The overall particulate matter pollution in the Indo-Gangetic Plain, the Himalayan region, and North-East India increased by more than 20 per cent during the 2010-2019 period compared to the 2000-2009 baseline, according to a new study. It also revealed that in the eastern Indo-Gangetic Plain, carbonaceous aerosols, particles from the burning of crop residue, wood, and other organic material, showed strong and increasing trends between 2000 and 2024 (the period the study analysed). According to the study, the sharp rise in particulate matter (PM) in North-East India is attributed to intensified slash-and-burn agricultural practices and extensive use of biomass for domestic energy in rural households during this period. The study, “Decadal shifts in aerosol hotspots and source attribution over IGP, north-east India and Himalayas: A 25-year (2000-2024) study”, was published in the journal Atmospheric Environment and released on Monday. In a statement, Abhijit Chatterjee, co-author of the study and professor at the Bose Institute in Kolkata, said, “The eastern Indo-Gangetic Plain, and increasingly North-East India, are carrying a disproportionate pollution burden and it is being driven almost entirely by biomass burning. That is the signal that stands out most clearly across 25 years of data.” The analysis also found that IGP emissions are reaching the Himalayas. While pollution from Punjab and Delhi affects the western ranges, emissions from Bihar and West Bengal influence the eastern Himalayas. Soumen Raul, a senior research fellow at the Bose Institute, in a statement, said, “Our trajectory analysis shows that what is emitted in Punjab or Bihar does not stay there. It travels into the mountains. These are ecologically and climatically sensitive zones, and they are currently outside the scope of any structured clean air intervention in India.” (Source: PTI)

SC raps NTA over repeated NEET controversies, issues notice

NEW DELHI :  The Supreme Court on Monday said it was sad that NTA has not learn lessons from the earlier NEET paper leak as it sought response from the Centre, NTA and CBI on pleas for replacement of the testing agency with a robust and autonomous body to conduct the medical entrance exam. A bench of Justices PS Narasimha and Alok Aradhe directed that copy of petitions be served to Solicitor General Tushar Mehta besides other parties and asked the National Testing Agency (NTA), which is responsible for conducting the NEET exam, to file an affidavit by Thursday on compliance of directions issued by the court in 2024. “It’s sad that they have not learnt their lessons. The matter travelled to this court earlier also. There was a committee, a monitoring committee which made some recommendations and they were accepted. We want NTA to file an affidavit on the steps taken for compliance of recommendations suggested by the committee,” the bench said. The top court, which issued notice on a plea filed by the Federation of All India Medical Association (FAIMA), through lawyer Tanvi Dubey said it is tagging all the similar matters together. It directed the Centre-appointed committee led by former Indian Space Research Organisation (ISRO) chief K Radhakrishnan for overhaul of the functioning of the NTA to detail the steps taken for compliance of its directions. The medical body has urged the top court for direct restructuring or replacement of NTA with a robust and autonomous system to conduct NEET-UG, citing a “direct assault” on the fundamental rights of over 22.7 lakh students through recurring paper leaks. It has also sought a direction to appoint a high-powered monitoring committee until a fresh body is formally constituted to oversee the re-examination. It further said the committee should comprise a retired Supreme Court judge as the chair, along with a cybersecurity expert and a forensic scientist, to ensure that no further leaks occur. The undergraduate-level National Eligibility cum Entrance Test (NEET) held on May 3 by the NTA for admissions to medical education programmes was cancelled on May 12 amid allegations of paper leak, which are now being probed by the CBI. Tribal groups seek removal of converted Muslims, Christians from ST list at Delhi conclave

  NEW DELHI : Lakhs of members from various tribal communities from across the nation gathered at Delhi’s Red Fort grounds on Sunday and called for the de-listing of converted tribals from the Scheduled Tribe category. The ‘Janajati Sanskritik Samagam’, organised by the RSS affiliate Janajati Suraksha Manch and allied groups, was held in the backdrop of the 150th birth anniversary year of tribal icon Birsa Munda at Red Fort grounds. “This cultural programme is aimed at giving a major push to our long-pending demand for de-listing converted tribals from the Scheduled Tribe category. This issue goes back to the time of tribal leader Kartik Oraon ji, who raised it before the then prime minister Indira Gandhi in the late 1960s,” Maalaya Jigdung of the Janjati Suraksha Manch, Assam prant, said. Jigdung asserted that the mobilisation will help build wider national support for a constitutional amendment under Article 342. Organisers claimed that nearly 1.5 lakh people from over 500 tribal communities across the country participated in the event. “This has been one of our oldest demands and the core objective behind the formation of the Janjati Suraksha Manch. Through this programme, we have showcased tribal cultural identity while also strengthening our movement for de-listing,” Jigdung told PTI. The event began with cultural processions from five locations in the national capital — Rajghat Chowk, Ramlila Maidan, Ajmeri Gate Chowk, Qudsia Bagh near Kashmiri Gate and Shyamgiri Temple near Shastri Park Bus Depot. The rallies, covering around 2.5 to 3.5 kilometres, converged at the Red Fort grounds. Participants dressed in traditional attire carried tribal flags, beat drums and performed folk dances as they marched through Delhi’s streets. Groups from Assam, Tripura, Bihar, Jharkhand, Odisha, Andaman and Nicobar and several other states took part in the event, which organisers described as the “largest tribal cultural mobilisation of its kind”. Kartik Oraon, a prominent tribal leader from Bihar and former Congress MP, had submitted memoranda signed by hundreds of MPs in 1967 and 1970 seeking the removal of Scheduled Tribe benefits for tribals who had converted to Christianity or Islam. Balaram Phangcho, organising secretary of the North East Janajati Dharm Sanskriti Suraksha Manch from Assam’s Karbi Anglong district, said around 2,000 to 2,500 people had travelled from his district alone. “This kind of programme is being organised for the first time. We have to protect the very existence of tribal communities. Those who have converted, especially to Islam or Christianity, should be removed from the Scheduled Tribe category. De-listing should be done through an amendment under Article 342,” he said. Phangcho mentioned that people had travelled from remote villages because they believed the issue is linked to the survival of tribal identity and traditions. Stressing the link between identity and culture, he said, “My identity is my culture — if my culture does not survive, neither will I.” Shanti Bikas Chakma from Tripura said the gathering will help protect tribal religion, culture and traditions. “This is the first time we are seeing such a programme organised at this scale. People from so many tribal communities have come together with one message,” Chakma said. Chakma also thanked the Delhi government and volunteers for arrangements related to accommodation, food and transport for participants arriving in special trains and buses from different states. Janajati Suraksha Manch was formed in 2006 to campaign for the removal of ST benefits for tribals who had converted to other religions. (Source: PTI)

CBSE to issues refunds to students overcharged due to glitches in class 12 post-result process

NEW DELHI : The Central Board of Secondary Education (CBSE) on Sunday said it will issue refunds to students who were overcharged during the class 12 post-result process due to technical issues. This comes a day after Union Education Minister Dharmendra Pradhan sought a detailed report from the CBSE over complaints of technical glitches faced by students during the re-evaluation process. In a notice, the CBSE said that on May 21 and 22, certain technical issues led to incorrect fee deductions in some cases while students were applying for scanned copies of evaluated answer books, it said. “In some instances, excess payment was deducted, while in others, lesser amounts were charged,” it said. The CBSE said that in all cases of excess payment, the “exact excess amounts shall be refunded to the same payment method which was used for payment”. “Similarly, in cases where lesser payment was deducted, candidates shall be informed separately regarding payment of the balance amount, if required,” it said. “Scanned copies of the evaluated answer books shall be provided in all such cases, without candidates being required to submit fresh requests,” it added. On Wednesday, Pradhan took serious cognisance of issues related to server downtime, payment gateway glitches and operational lapses reported during the process, sources said. In a statement issued on Saturday, the CBSE had said that it was monitoring all reported issues and taking corrective measures, including extension of timelines and technical interventions. “Parents and students are requested not to feel anxious if they have encountered such issues. The very purpose of the verification and re-evaluation mechanism is to address genuine concerns in a structured and fair manner,” the statement said. It had said that due to exceptionally high traffic on the portal, some technical disruptions were experienced during peak periods. (Source: PTI)

‘Compromised’ PM appeasing ‘good friend’: Congress on Rubio’s India trade remarks

NEW DELHI : The Congress on Sunday targeted Prime Minister Narendra Modi over US Secretary of State Marco Rubio’s remarks that India has committed to purchasing USD 500 billion worth of American goods over the next five years, alleging that the “compromised PM” was going the extra mile to appease his “good friend”. Congress general secretary in charge of communications, Jairam Ramesh, also asked why the Modi government had not shown the courage to renounce what he termed an “anti-people” and “dangerous” India-US trade deal, as countries such as Malaysia had done. He also questioned why the Modi government had agreed to record imports from the US when the prime minister had on record asked citizens to cut down on domestic fuel consumption and overseas travel to save foreign exchange. Will this surge in imports not further cause the rupee to depreciate, he further asked. “At 5:37 PM IST on May 10 2025, it was US Secretary of State Marco Rubio who first made the announcement of the ceasefire that brought Operation Sindoor to an unexpected halt. He had claimed that it was intervention by President Trump that made the ceasefire possible,” Ramesh said on X. On May 21, 2026, Rubio was again the very first to announce that the President of Venezuela would be visiting India next week, he said, adding that this was even before India and Venezuela had even hinted or confirmed the news. “Today, Mr. Rubio has once again shocked the country by making a statement on X that the Modi Government has committed to purchasing USD 500 billion in U.S. goods over the next five years, focusing on energy, technology, and agriculture,” Ramesh said. India’s current yearly imports are USD 52.9 billion as of FY26, and Rubio’s statement implies that India will have to double its annual imports from the US, he said. “We have five straight questions for the Prime Minister on this new development — Countries like Malaysia have declared their trade agreements with the US ‘null and void’ after the US Supreme Court ruling, which struck down the Trump tariffs that formed the backdrop to these agreements. “The Indo-US trade deal, signed in a hurry by the PM while he was under pressure from Rahul Gandhi’s expose in Parliament, saw the Modi Government unilaterally make enormous concessions that threaten our farmers and industries,” he said. “The logic of this deal has now collapsed after the US Supreme Court’s verdict striking down the tariffs. Why has the Modi Government not had the courage to renounce this anti-people, dangerous trade deal like Malaysia and other countries have?” Ramesh said. He pointed out that the prime minister himself urged citizens to reduce fuel consumption and overseas travel to save foreign exchange. “Why has the Modi Government simultaneously agreed to record imports from the US at the same time?” he asked. Ramesh said the Indian rupee has lost 12 per cent of its value against the US dollar over the past 12 months. Will this surge in imports from the US not further cause the rupee to depreciate, he asked. “Last week, the Trump administration dismissed the criminal fraud charges against Mr Adani in the solar energy scam where Mr. Adani reportedly paid bribes for USD 265 million. Is Mr. Modi’s capitulation to the US on imports linked to the relief provided to the Modani empire by Mr. Trump?” he said. “Why is all the communication on Indian foreign policy — from the Operation Sindoor ceasefire and the halting of Russian oil and gas imports, to the Indo-US trade deal and the visit of the Venezuelan President — now coming first from Washington DC instead of New Delhi?” Ramesh said. Why have the prime minister and Foreign Affairs Minister S Jaishanka renounced their responsibility to communicate to the Indian people and to the world the foreign policy of our sovereign state, Ramesh asked. “It appears that the compromised Prime Minister is keen on going the extra mile to appease and please his good friend,” the Congress leader said, taking a swipe at the PM. Ramesh’s remarks came hours after Rubio, in a post on X, said, “Huge thanks to @USAmbIndia Sergio Gor and our American diplomats for their efforts. Because of their great work, India has committed to purchasing $500 billion in U.S. goods over the next five years, focusing on energy, technology, and agriculture.” “They’re doing terrific work on behalf of President Trump and the American people!” Rubio said. Prime Minister Modi on Saturday said India and the US will continue to work closely for the global good. Rubio, who met Modi shortly after landing in New Delhi, invited the prime minister on behalf of President Donald Trump to visit the White House in the “near future”, as the top American diplomat described India as the “cornerstone” of Washington’s approach towards the Indo-Pacific. VB–G RAM G to replace MGNREGA from July 1; Centre issues draft rules, invites feedback

NEW DELHI :  The Centre on Saturday published draft rules under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 (VB–G RAM G) for public consultation, following the notification of the law’s implementation across all states and Union Territories from July 1. Framed under Section 33 and other relevant provisions of the Act, the draft rules have been placed in the public domain to facilitate wider stakeholder consultation before they are finalised. The proposed rules cover transitional provisions, the National Level Steering Committee, the Central Gramin Rozgar Guarantee Council, administrative expenses, grievance redressal, payment of wages and unemployment allowance, and expenditure incurred in excess of normative allocations, including expenses for Union Territories without legislatures. Officials in the Ministry of Rural Development said the rules are aimed at establishing the institutional, administrative, financial, and governance framework for implementation of the Act across the country. They said the consultation process seeks to ensure participatory governance and enable constructive feedback from states, institutions, experts, civil society organisations, and the public. The draft Transitional Provisions Rules outline the framework for shifting from MGNREGA to VB–G RAM G, the new rural employment guarantee scheme that will replace the existing programme. These provisions ensure ongoing work, settlement of liabilities, transfer of records, the validity of e-KYC-verified job cards, and the continuation of workers’ rights during the transition period until States notify the new scheme. Inclusion of Khasi, Garo in CBSE a milestone: Meghalaya CM

SHILLONG : Meghalaya Chief Minister Conrad Sangma on Friday said the inclusion of Khasi and Garo in the CBSE’s three-language framework was a milestone for inclusive education and cultural preservation in the state. Expressing gratitude to Union Education Minister Dharmendra Pradhan, Sangma said the Centre’s decision would benefit students, reduce challenges faced by schools and support language teachers across Meghalaya. ”On behalf of the people of Meghalaya, I express heartfelt gratitude to Hon’ble Union Education Minister Dharmendra Pradhan Ji for his swift intervention in enabling the inclusion of Khasi and Garo languages in the CBSE R3 framework,” the chief minister said in a statement. ”This important step will benefit students, ease challenges for schools, support language teachers, and strengthen the preservation of Meghalaya’s rich linguistic heritage,” he said. Sangma said the decision reflected a collective commitment towards building an inclusive education system that respects and promotes linguistic diversity. ”More than a milestone, this reflects our shared commitment to an inclusive education system that respects every linguistic identity,” he said. Sonam Wangchuk calls himself ‘honorary cockroach’, urges govt to hear voices of youth

NEW DELHI : Environmentalist and educationist Sonam Wangchuk on Saturday voiced support for the online “cockroach” movement led by the self-styled “Cockroach Janta Party” (CJP), describing himself as an “honorary cockroach”, as he urged the government to engage with the concerns being raised by youngsters rather than suppressing their digital expression. The online campaign, which uses satire and the imagery of a cockroach as a symbol of resilience and dissent, has drawn attention in recent days amid claims by its founders of a crackdown on their social-media presence, including account suspensions and hacking allegations. The movement has framed itself around issues, such as unemployment, exam paper leaks and public accountability. Speaking on the controversy in an interview with PTI, Wangchuk said the campaign should be viewed as a form of democratic feedback and not as a threat. “First of all, I am very impressed,” Wangchuk told PTI. “Such creative expressions by our youth are nothing to worry about and nothing to be afraid of. The government should take the message — don’t kill the messenger. If we kill the messenger, the message will not end.” Asked whether he would formally join the movement, Wangchuk responded in a lighter vein, saying he does not qualify for membership but identifies himself with its message. “I have been asked from several quarters to speak on it. Some are saying I should also become a member,” he said. “I think I do not qualify — I am neither unemployed nor am I lazy. So sadly, I am not a member. But I consider myself an honorary cockroach,” he said. Drawing a comparison with political satire and caricatures published in newspapers, Wangchuk said dissent expressed through humour and symbolism is a legitimate democratic tool. “Like cartoonists in newspapers, you don’t shoot them because they made a caricature of the prime minister, the home minister or the defence minister. Similarly, this is also satire. See it as feedback,” he said. Wangchuk praised what he described as the movement’s non-violent and imaginative character, saying the youngsters of the country have chosen digital creativity over confrontation and it is things like these that make India a “Vishwaguru”. “I am very impressed that the youth of India wanted to bring out their frustration in such a creative way — not on the streets with stones, as has happened in other countries,” he said. “To respect it is the duty of the Indian government, to look at it lovingly and take its message.” He, however, warned that suppressing online spaces could aggravate frustrations among young people. Referring to reports that social-media accounts linked to the movement are being shut down, Wangchuk said authorities should avoid pushing dissent underground. “Otherwise, what will happen? I am hearing that their accounts are being closed. Then this anger can go anywhere,” he said. Drawing a parallel with political unrest in Nepal, Wangchuk argued that restricting creative expression online could have unintended consequences. “Violence did not happen just like that in Nepal. When they shut down the internet and stopped creative expressions online, youth came out on the streets and it became an ugly scene,” he said. He said the issues being raised by the “cockroach” movement, particularly alleged paper leaks and concerns over accountability, deserve attention rather than dismissal. “They are raising the issue of paper leak — there is nothing wrong with that,” he said. “In any country, ministers resign on such issues, so what is the big deal? Instead of suppressing them, their message should be taken.” He further said the movement reflects genuine anxiety among young people, who are trying to make themselves heard before frustrations deepen. “They are troubled, so they are expressing that they are worried — but not so much that they take to the streets. This could be the next step,” he said. “That is why, at this stage, their voices should be heard.” Wangchuk said the campaign has demonstrated a uniquely Indian form of protest and should be used as an opportunity to strengthen democracy. “It should be taken very positively and used to create a better India,” he said. “The creativity with which the youth of India have given this message — such things make us Vishwaguru. The youth of India do not take to the streets with stones, they present their point creatively.” He appealed to young people to remain peaceful, while urging the government not to corner them. “This is my message to the government — do not push them,” Wangchuk said. “And I request the youth to never go towards violence. Keep raising your voice, no matter how much you talk, never go towards violence. On the other hand, the government should not force them to take the path of violence,” he added. India to launch ‘smart border’ project to curb infiltration: Amit Shah

NEW DELHI : Union Home Minister Amit Shah on Friday said the government will launch a “smart border” project in the next year to make the 6,000 km fronts with Pakistan and Bangladesh impenetrable and ensure that the “conspiracy” to change the demography of the areas is defeated. Delivering the annual Rustamji Memorial lecture hosted by the Border Security Force (BSF) here, the minister also reiterated that the government will find each and every infiltrator from the country and send them outside India. K F Rustamji was the first director general of the BSF after it was raised in 1965. “I want to assure BSF troops that we will launch this smart border project in the 60th year of its raising and we will make the Pakistan and Bangladesh borders impenetrable,” Shah said.     The Modi government, Shah added, has decided to create a “strong security grid” along the Pakistan and Bangladesh fronts in the next one year. The “smart border” will be aided by technology, drones, radars and smart cameras which will help create an impenetrable border, he told the gathering. The minister also urged BSF troops to ensure that the conspiracy to artificially change the demography of India is defeated. He said current state governments in Tripura, West Bengal and Assam — all led by the BJP — believe in the policy that there should no infiltration from across Indian borders. His ministry, Shah added, will soon hold a meeting with the chief ministers of these states on the subject of border security. PM, Education min must be held accountable: Cong on NTA claims on NEET exam

NEW DELHI : The Congress on Friday said it was shocked over claims made by top NTA officials that the NEET exam paper was “not leaked”, and said both the ‘Pradhan Mantri’ and the ‘Mantri Pradhan’ must be held accountable for this “cover-up”. The Congress also said that the National Testing Agency (NTA) has become a “National Trauma Agency” and accused the government of colluding with the paper leak mafia to suppress the truth of irregularities and fraud. In a post on X, Congress general secretary in-charge of communications Jairam Ramesh said a “guess paper” featuring questions that appeared in the actual exam was circulating among students much before the exam date.   “Since the NTA was formed in 2018, the Modi Government and its ecosystem have been colluding with the paper leak mafia to suppress the truth of rampant irregularities and fraud in NTA-conducted exams,” he alleged in his post. “Today we have learnt from media reports that the NTA Director General claimed yesterday to a Parliamentary Committee that the NEET-UG 2026 exam was not leaked. If true, this is scandalous and shockingly dishonest – because it is clear that a ‘guess paper’ which featured dozens of questions that appeared in the actual exam was circulating among students much before the exam date. If that is not a leak, what is? Why is the Modi Government trying to deny it now?” Ramesh said. He alleged the Modi government had previously tried to “cover up” the widespread irregularities that had emerged in NEET-UG 2024 as well. “If it had faced up to the truth and taken action then, the NEET 2026 tragedy may have been avoided. The same hotspots of reported fraud which emerged in 2024 — like Rajasthan’s Sikar — have been implicated in the 2026 scandal as well,” he said. The Congress leader said in another episode of the same “disturbing series”, the CBI also filed a closure report alleging no irregularities in the UGC-NET exam of 2024 which had been cancelled by the NTA back then. When asked by a Delhi court to provide a written explanation for its closure report, the CBI has asked for more time, he said. “While the Court has thankfully pulled up the CBI for this delay, the CBI’s actions inspire no confidence in the agency’s motivation to do justice to its ongoing probes into NEET. “For the lakhs of aspiring youth of our country, the NTA has become the National Trauma Agency,” Ramesh said. The CBSE, NCERT, and other institutions of the Education Ministry (including Central Universities) are no better, he said. “The Education Minister is presiding over a system in which professional excellence is at a discount and where ideological affinity commands a premium,” he claimed. “Both the Pradhan Mantri and the Mantri Pradhan must be held accountable for this colossal tragedy and its ongoing cover-up,” Ramesh said. Several members of Parliament grilled top NTA officials on Thursday, with the agency’s director general telling them that the NEET-UG paper was not leaked through their system and the CBI is probing the matter, sources said. During a meeting of the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, several MPs questioned the NTA officials on the steps taken by them to strengthen the exam system in order to prevent paper leaks in the future.
