Assam Assembly passes Uniform Civil Code Bill

GUWAHATI : The Assam Assembly on Wednesday passed the UCC Bill that seeks to put in place a common legal framework to govern marriage, divorce, succession and live-in relationships irrespective of religion, even as the opposition demanded that it be sent to a select committee. With the passage of the proposed legislation, Assam became the third state, after Uttarakhand and Gujarat, to pass a Uniform Civil Code Bill. Goa also has one common civil law, which continued from its erstwhile Portuguese colonial period. After a day-long discussion on the ‘The Uniform Civil Code, Assam, 2026 Bill’, Speaker Ranjeet Kumar Dass asked Chief Minister Himanta Biswa Sarma to move it for passage. Dass rejected the opposition’s demand that the Bill be sent to a select committee for wider consultation, prompting them to move to the Well of the House and keep on shouting till the Bill was passed. The Speaker put the Bill for voice voting, amid continuous slogans of ‘Bharat Mata Ki Jai’ and ‘Jai Shree Ram’ by the ruling bench. “I declare that the Bill is passed,” he said after the ruling members voted in favour of it. As soon as the Bill was passed, it was welcomed by a thunderous applause. Aiming for a common set of laws on a range of personal matters like marriage, divorce, succession and live-in relationships irrespective of religion, the Assam government had on Monday tabled a Bill on the Uniform Civil Code, seeking to ban polygamy and make registration of live-in relationships compulsory. The Bill, however, said that it will not be applicable to any person belonging to the Scheduled Tribes and residing in Assam. It proposed several punitive measures, including seven years imprisonment for bigamy or polygamy, and three months in jail for not registering a live-in relationship. (Source: PTI)

Manipur govt to extend cooperation to high-level panel on demographic change: CM

IMPHAL : Manipur Chief Minister Y Khemchand Singh on Wednesday called the formation of a high-level committee to assess demographic change a historic move, and said his government would extend full cooperation to the panel. Singh lauded the Centre for its decision to constitute the panel to study demographic change in the country due to “illegal immigration and other unnatural causes”. “The government of Manipur will extend full cooperation to the high-level committee,” the CM said in a statement. “Prime Minister Narendra Modi’s declaration of a high-powered demography mission on August 15, 2025, followed by the Union Cabinet’s approval on September 11, represents a historic and long-awaited intervention for the people of Manipur and other border states,” he said. Union Home Minister Amit Shah had said the committee would be chaired by retired Supreme Court judge Justice Prakash Prabhakar Naolekar and would also include the census commissioner, along with retired IAS officer Durga Shankar Mishra, ex-IPS officer Balaji Srivastava and Dr Shamika Ravi as members. Singh also appreciated Shah’s statement that infiltration and other reasons are causing “unnatural” demographic change, which poses a significant challenge to the present and future of any nation. Singh said that the people of Manipur are deeply grateful to Modi and Shah for their unwavering commitment to securing India’s borders and checking demographic imbalance. (Source: PTI)

Why both state, Centre being silent spectators: Manipur Cong on abduction of people by armed groups

IMPHAL : The Manipur Congress on Wednesday alleged the BJP-led governments at the Centre and the state have been “silent spectators” when several people were abducted by armed groups, and many are still being held hostage. Interacting with reporters on the sidelines of an event to mark the 62nd death anniversary of Jawaharlal Nehru, state Congress president Okram Ibobi Singh alleged that “there is no rule of law in this tiny state”. “What immediate steps have been taken by the state and the central governments when the civilians were abducted? We strongly condemn it and demand that those held hostage be rescued immediately,” he said. The three-term former chief minister also asked, “Why are both the state and Centre being silent spectators? Is there any hidden agenda?” More than 38 people were abducted and held hostage by armed groups in Manipur’s Kangpokpi and Senapati districts on May 13, hours after three church leaders were killed in an ambush. Of them, 31 people have been released, including 12 Naga women and 16 Kukis. Six Naga men, however, continued to be held hostage, and their whereabouts are not yet known. Kuki Inpi Manipur, the apex body of the Kuki tribes in the state, claimed that 14 people from the community continued to be held hostage by Naga groups. Manipur police chief Rajiv Singh on Monday said talks were being held and operations were underway to find the missing persons. Four suspects were also apprehended by security forces from Kangpokpi district on Monday in connection with the abduction of the six Naga civilians. Singh also alleged that the BJP only focuses on elections throughout the year. “They are not concerned about the future of the country.” Speaking about Nehru, the country’s first prime minister, he said, “He tried to maintain good relations with all countries.” (Source: PTI)

NCORD meeting held

TAWANG : A District Level Narco Coordination Centre (NCORD) meeting was held at the conference hall of the Deputy Commissioner’s office in Tawang on Wednesday to review measures against drug abuse, strengthen inter-agency coordination and enhance tourist safety in the district. The meeting was chaired by Tawang Deputy Commissioner Namgyal Angmo and attended by Tawang Superintendent of Police Tasi Darang, Additional Deputy Commissioner Rinchin Leta, DySP Tasso Kato, representatives of central intelligence agencies, paramilitary forces and other stakeholders. Addressing the meeting, SP Tasi Darang highlighted the growing threat posed by narcotics and warned that “drug abuse is destroying our society like cancer.” He briefed the members on recent enforcement actions carried out by Tawang Police, including the arrest of accused persons and seizure of 12.6 grams of suspected heroin. The SP also informed the house about coordinated efforts by Tawang Police, Sashastra Seema Bal (SSB) Lungla and local villagers in destroying wild cannabis plantations in different parts of the district. Highlighting citizen-centric policing initiatives, Darang said traffic personnel have been deployed as tourist police to assist visitors in Tawang, while a dedicated police post for tourists has also been activated. Calling upon citizens to act as the “eyes and ears” of the administration, DC Namgyal Angmo urged the public to report suspicious activities to the authorities. She stressed the importance of intelligence gathering and stronger coordination among stakeholders to curb drug trafficking and related crimes. While noting that Tawang continues to maintain a relatively low crime rate, the DC cautioned against complacency and underscored the need for sustained efforts towards child protection and prevention of drug abuse. Assistant Commissioner Sange Norbu, Officer-in-Charge of Tawang Police Station Inspector N Angu, and representatives of the Taxi Union, Hoteliers Association, Market Welfare Committee and various departments also shared their views and suggestions during the meeting. The meeting concluded with a collective commitment from all stakeholders to strengthen awareness, prevention measures and coordinated action against drug abuse in the district. Earlier in the day, the DC also chaired a review meeting on the ongoing Houselisting Operations under Census 2027 with Deputy Director of Census Operations Phiralin Passah and Statistical Investigator Saksham Kohli, who are on an official visit to Tawang. Guv extends Eid ul Zuha greetings

Climate crisis hits India hard

India is in the grip of an unprecedented heat wave, with many parts of the country reeling under high temperatures. Fifty of the world’s 50 hottest cities were reported to be in the country two days ago, and the wave is still sweeping across much of the country, especially in the north, central, and eastern regions. Temperatures have soared above 45 degrees Celsius in many places. It has even touched 48 degrees. More than half of the hottest cities are in Uttar Pradesh. The summer has been longer this year, with the hot conditions setting in early. The high heat has implications for individual health, livelihood, and the economy. Many deaths and hundreds of heatstroke cases have been reported. According to the India Meteorological Department (IMD), India’s average night-time temperatures are rising by around 0.21 degrees per decade. Farmers have started working at night in some areas. Schools have changed their vacation schedules, and some offices and factories have changed their timings. Along with farmers, labourers, construction workers, street vendors, delivery agents, and others who have to work or move in the open have been badly affected. The poor are the most vulnerable, because shortage of water, lack of electricity, inadequate housing and shelter, and difficult living conditions accentuate the impact of heat. Animals, birds, plants, and trees suffer even more than humans. The World Bank had said in 2022 that about three-fourths of India’s labour force worked in heat-exposed sectors, and the country may account for nearly half of the world’s projected job losses caused by heat stress. The economic impact will be high. It had warned that heat waves can cost the country about 4.5% of its GDP by 2030. There are also warnings that the heat wave and a below-par monsoon can, by themselves, contribute to inflation in a major way. It is not India’s geographical position or any special climatic situation that has made the country the world’s heat capital. Denudation of forests, destruction of vegetation in cities and towns, and degradation of lakes and other water bodies have contributed significantly to the change in climatic and weather conditions. The forces of climate change have added to it. The localised weather prediction system is still inadequate. India has not developed effective heat action programmes for regions, states, and smaller areas. The programmes that exist are disaster relief plans for emergency response and not long-term plans that address the root causes of the worsening heat wave conditions. Heat waves are not just about temperature. They are about the environment and the relation between human lives and nature. (Source: DH)

Khandu expresses concern over alleged custodial torture of anti-drug activist

ITANAGAR : Chief Minister Pema Khandu on Tuesday expressed concern over the alleged custodial torture of anti-drug activist Gumin Mize, as outrage intensified across the state and neighbouring Assam over photographs and videos purportedly showing injury marks on his body while in police custody. The state government has taken up the matter with Assam, with Khandu stating that he personally intervened after coming across the incident on social media. Speaking to reporters here, Khandu said Arunachal Pradesh could not interfere in another state’s judicial process but had strongly conveyed its concerns to the Assam government. “Mize has done excellent work here for the past several years against drugs. He has even facilitated the arrest of several individuals involved in drug peddling,” the chief minister said. Describing the development as unfortunate, the Khandu informed that he had specifically requested the Assam government to ensure that no torture or mistreatment takes place while Mize remains in custody. He added that the state government was closely monitoring the situation. Mize, president of the Arunachal Anti-Drug Warriors (APADW), was arrested by Assam Police from Itanagar on May 20 in connection with a Bihpuria Police Station case registered in Assam’s Lakhimpur district. He was booked under multiple sections of the Bharatiya Nyaya Sanhita (BNS) along with provisions of the Arms Act. According to the FIR lodged by one Popi Kakati, the case relates to an alleged violent incident that took place on May 15 at Sessa Rajgarh in Assam, where a group of 12 to 15 unidentified persons allegedly stormed a residence, assaulted family members, brandished firearms and looted cash and mobile phones. The complainant alleged that the attackers had arrived in three vehicles looking for her husband, Rupam Kakati. When he allegedly attempted to flee, he was chased, physically assaulted, handcuffed and fired upon. The FIR further alleged that the complainant was also assaulted while trying to intervene. Police said that Mize was arrested in connection with the case following allegations that gunshots were fired during the confrontation. However, supporters of the activist claimed that he had gone to the area in connection with anti-drug operations and had allegedly fired warning shots in self-defence after being attacked by suspected drug peddlers. Soon after his arrest, photographs and videos purportedly showing bruise marks and injuries on Mize’s body surfaced on social media, triggering widespread public anger and demands for justice from student unions, civil society groups and anti-drug activists across the Northeast. The incident has sparked strong emotional reactions in Arunachal Pradesh, where Mize is widely known for spearheading anti-drug awareness campaigns and assisting in operations against drug trafficking networks. Several organisations and citizens have alleged that his anti-drug activism may have made him a target of vested interests linked to narcotics activities in the region. Amid the growing controversy, a formal complaint has also been lodged before the National Human Rights Commission (NHRC) alleging custodial torture of the activist at Bihpuria Police Station in Assam’s Lakhimpur district. The complaint, filed by Namsai resident Buteng Tayeng, accused police personnel of subjecting Mize to severe physical assault, verbal abuse and denial of proper medical examination while in custody. The petition urged the NHRC to conduct an independent investigation into the allegations and initiate strict action against those responsible. However, authorities at Bihpuria police station have denied allegations of custodial torture and claimed that the viral photographs and videos circulating on social media were AI-generated. APSTS staff honoured

LEKHI : Five employees of the Arunachal Pradesh State Transport Service (APSTS) were felicitated on their superannuation during a special farewell programme held at Naban Runghi Inter State Bus Terminal (NRISBT), Lekhi on Tuesday. The programme was attended by officers and staff members of APSTS posted at NRISBT. The retiring employees honoured on the occasion included former conductors Bakul Gayan, Bomnyi Bole and Maga Robiram, former car washer Kartik Das and former helper to mechanic Taro Tajo. The felicitation programme was led by NRISBT Senior Superintendent Tuter Dulom, who lauded the retirees for their dedicated service to the department over the years. Addressing the gathering, Dulom shared his experiences and memories with the retiring employees and wished them a healthy, peaceful and fulfilling post-retirement life with their families and well-wishers. The retiring employees were also felicitated by colleagues and staff members as a mark of appreciation for their contributions to the department.
