More households back SUMP’s PFR

ITANAGAR : More households have submitted consent papers and signed memorandum of understanding (MoUs) in favour of the proposed Siang Upper Multipurpose Project’s (SUMP) pre-feasibility report (PFR) survey initiative, an official said on Wednesday. In Upper Siang district, 12 households from Ramsing village on Wednesday submitted their consent papers supporting the MoU signed by the pro-PFR group on March 15, this year, at Yingkiong. The list of consenting households was submitted by Dungge Apang to Upper Siang deputy commissioner Talo Jerang at his office chamber in the presence of administrative officers, heads of departments and members of the pro-PFR families. With the latest submission, 31 out of 60 households from Ramsing village have now extended their consent in support of the PFR-related activities and the proposed SUMP. The deputy Commissioner appreciated the increasing participation and cooperation of local stakeholders and said such collective support would help bring positive developmental changes to the district. Meanwhile, in Siang district, 18 more households from Begging village signed the MoU for the project’s PFR at the deputy commissioner’s office in Boleng on Tuesday. The MoU signing process was overseen by Siang deputy commissioner Tayi Taggu in the presence of district administration officials. Earlier, 36 households from the village had already signed the agreement. With the latest addition, the total number of households supporting the MoU in Begging village has risen to 54. Officials said the increasing participation reflected continued dialogue and engagement among stakeholders regarding the proposed project. The district administration, led by DC Taggu, has been facilitating consultations and discussions to ensure community participation in the developmental initiative. The SUMP is expected to play a transformative role in improving the socio-economic conditions of the local population in the state. Besides generating substantial hydroelectric power and strengthening the region’s infrastructure, the project is likely to create large-scale employment opportunities for local youth during both the construction and operational phases, officials said. The project may also contribute to rural development by enhancing livelihood opportunities, increasing income generation and promoting overall economic growth in remote areas. However, experts and local stakeholders have also emphasised the need for balanced development, proper rehabilitation measures and environmental safeguards to ensure that the benefits of the project sustainably reach the indigenous communities while preserving their cultural and ecological heritage. Women key to Arunachal’s progress, cultural Heritage: Guv

ITANAGAR : Governor Lt Gen KT Parnaik (Retd) on Wednesday said women are central to the state’s progress and the preservation of its rich cultural heritage. Speaking during a meeting with National Commission for Women (NCW) Chairperson Vijaya Rahatkar at Lok Bhavan, the Governor said women in Arunachal Pradesh are highly active in social, economic and community life, making significant contributions in agriculture, entrepreneurship, governance and social campaigns. According to a Raj Bhavan statement, the meeting focused on issues relating to the welfare, safety, empowerment and socio-economic advancement of women in the state. Highlighting the role of women across Arunachal Pradesh’s diverse tribal communities, the Governor said they have long been the custodians of family values, traditions and community harmony. He also appreciated their active participation in anti-drug campaigns, cleanliness drives, health and hygiene awareness programmes, and preservation of traditional handloom, textiles and indigenous cultural heritage. Parnaik particularly lauded the growing success of Women Self-Help Groups (SHGs), stating that they are playing a transformative role in improving livelihoods, promoting financial independence and uplifting rural communities. Emphasising that the state’s progress is closely linked with women’s empowerment, Parnaik said Arunachali women possess immense resilience, dignity and cultural wisdom. Greater participation of women in education, governance, entrepreneurship and nation-building is essential for building a progressive, inclusive and self-reliant Arunachal Pradesh, he added. The Governor also appreciated the forthcoming ‘Jan Sunvai – Rashtriya Mahila Aayog Aapke Dwaar’ programme, being organised by the NCW in collaboration with the Arunachal Pradesh State Commission for Women in Itanagar on May 29. He said such initiatives provide an important platform for women to voice their concerns, seek support and strengthen awareness about their rights and opportunities. Commercial slaughter of Mithuns banned in Itanagar

ITANAGAR : The administration of the Itanagar Capital Region banned the commercial slaughter of Mithuns on Wednesday and warned of a penalty if the order was violated. Itanagar Capital Region’s Deputy Commissioner Toko Babu issued the ban order citing the Agricultural Produce Marketing (Regulation) Act, 1989, and the Essential Commodities Act, 1955. Babu, who is also the chairperson of the Agricultural Produce Market Committee (APMC), said a fine of Rs 20,000 will be levied for any illegal slaughter. The APMC vice-chairperson has been appointed as the head of a team tasked with monitoring illegal Mithun slaughter. The deputy commissioner also directed the superintendents of police of Itanagar and Naharlagun to deploy personnel as and when required by APMC members. In a separate order, the Itanagar Municipal Corporation (IMC) has ordered the immediate removal of meat, fruit, and vegetable stalls operating along the National Highway NH-415 stretch within the city, stating that they caused traffic congestion and posed a risk to public health. Shopkeepers and vendors have been directed to remove their structures within 10 days. (Source: PTI)

Volunteers collect over 67 kg of waste during Tezu cleanup drive

TEZU : More than 67 kg of waste was collected during a cleanup and waste audit drive conducted in Tezu under “The Himalayan Cleanup 2026,” a Himalayan-wide campaign aimed at addressing the growing plastic waste crisis in the region. The two-day programme was organised by Team Amala in collaboration with AMYAA NGO as part of the initiative launched by Zero Waste Himalaya and the Integrated Mountain Initiative. The first phase of the programme was held at Bamboosa Library, where around 40 participants, including representatives of student organisations, welfare societies, teachers, business owners, youth volunteers and citizens, attended awareness sessions on waste management and responsible consumption. Participants discussed practical measures such as reducing the use of single-use plastics, promoting waste segregation, carrying reusable water bottles and adopting environmentally responsible lifestyles. The sessions also stressed that waste management is a shared community responsibility. Volunteers were trained in waste segregation and waste audit procedures to identify the composition and sources of waste generated in the locality. The second phase involved a cleanup and waste audit exercise near the Tezu Nala bridge area, where around 60 volunteers, including members of Lohit Green Foundation, Ex-SSB Welfare Society, students and community members, participated in the drive. During the exercise, volunteers collected approximately 42.4 kg of plastic wrappers, 12.8 kg of glass bottles and 12 kg of PET bottles, taking the total waste collected to over 67 kg. Single-use packaged drinking water bottles, chips packets, beverage containers and instant food packaging were among the most common waste items identified during the audit. Participants observed that the systematic process of waste segregation and brand auditing helped generate greater awareness about consumption patterns, waste generation and environmental responsibility. All segregated waste materials were later handed over to the Material Recovery Facility (MRF) in Tezu for recycling and resource recovery. The organisers emphasised that cleanup drives alone cannot resolve the waste crisis and highlighted the importance of sustained behavioural change, responsible consumption and collective community action under the principle of “My Waste, My Responsibility.” The programme concluded with appreciation for the support and participation extended by volunteers, organisations, students and citizens.

Nyigyor calls for accurate electoral roll revision

LIKABALI : Local MLA-cum-Deputy Speaker of the Arunachal Pradesh Legislative Assembly (APLA) Kardo Nyigyor on Wednesday called for strict adherence to the Special Intensive Revision (SIR)-2026 process and stressed the need for accurate verification of electoral rolls. Addressing a coordination meeting organised by Lower Siang District Election Officer (DEO) Gobi Nyicyor at the conference hall of the Deputy Commissioner’s office in Likabali, Nyigyor urged citizens not to take the revision exercise lightly. He emphasised that outsider applicants seeking enrolment in the electoral rolls should be properly verified before inclusion. Nyigyor also appealed to all political parties to remain precise and accurate while facilitating the enrolment of intending voters and actively participate in the exercise undertaken by the Election Commission of India. The meeting was organised to familiarise political party representatives and stakeholders with the ongoing Special Intensive Revision process being conducted across the state. During the meeting, Nari Additional Deputy Commissioner-cum-Electoral Registration Officer (ERO) of 36th Nari-Koyu Assembly Constituency Austin Koyu and Headquarters Assistant Commissioner-cum-ERO of 28th Likabali Assembly Constituency Janes Mary Tayeng explained various aspects of SIR-2026, including revision procedures, claims and objections, verification mechanisms, and the role of political parties and Booth Level Agents (BLAs) in ensuring accurate and error-free electoral rolls. The meeting also witnessed interactive discussions, suggestions and clarifications between political representatives and election officials regarding the ongoing revision process. (DIPR)

Rare blueberry species rediscovered in Changlang after 188 years

CHANGLANG : Researchers have rediscovered ‘Vaccinium piliferum’, a rare and endangered wild relative of the blueberry, in the remote forests of Vijoynagar in Changlang district, nearly 188 years after it was first recorded in 1836. The rediscovery in the Eastern Himalayan region is being seen as a major botanical achievement and an important addition to India’s biodiversity records. Researchers said ‘Vaccinium piliferum’ belongs to the Ericaceae family, which includes blueberries and cranberries. The species was rediscovered recently by researchers from the Society for Education and Environmental Development, CSIR-North East Institute of Science (NEIST) and Technology and collaborating institutions, a source in the institute said. The plant was originally recorded in 1836 during the colonial period but had not been traced for generations, leading many botanists to believe it may have disappeared from the wild. The species was found near tributaries of the Noa-Dihing River in the dense forests of Vijoynagar, an ecologically sensitive area known for rich biodiversity, the CSIR-NEIST source said. Researchers said only 16 individual plants were recorded during the field survey, indicating the species’ fragile population status. The International Union for Conservation of Nature has listed ‘Vaccinium piliferum’ as an ‘endangered’ species. Experts said the rediscovery highlights the ecological importance of Arunachal Pradesh’s Eastern Himalayan ecosystem and the need for conservation of rare flora and fauna. Wild relatives of cultivated berry species are considered important for research related to climate resilience, disease resistance and crop improvement, botanists said. Deputy Chief Minister Chowna Mein described the rediscovery as “a remarkable chapter in the natural history of Arunachal Pradesh”. “This finding highlights the immense ecological wealth of our state and reinforces the urgent need to protect and preserve our fragile Himalayan ecosystems for future generations,” he said in a post on X. Yingkiong police arrest drug user-cum-peddler

Maksam Tayeng PASIGHAT/YINGKIONG : Continuing its crackdown against drug peddling and substance abuse in Upper Siang district, Yingkiong Police on Monday arrested an alleged drug user-cum-peddler from the Yingkiong area and seized suspected heroin and cannabis (ganja) from his possession. According to Yingkiong Police Station Officer-in-Charge Inspector Kari Pertin, the operation was launched following credible information regarding the movement of a suspected Narcotic Drugs and Psychotropic Substances (NDPS) substance user-cum-peddler. A police team comprising Sub-Inspector Ojing Moyong, Sub-Inspector Kenjom Pertin, Head Constable T. Lipir and Constable B. Eko was formed to carry out the operation. The team successfully apprehended the accused in Yingkiong and recovered the suspected contraband during a search conducted in the presence of Executive Magistrate Tailyang Tomo. The seized substances were taken into custody following due legal procedures. Inspector Kari Pertin informed that a case has been registered at Yingkiong Police Station under relevant sections of the NDPS Act, and further investigation is underway. Appealing for public cooperation, the officer urged civil society organisations and residents of Yingkiong to support the police in combating the growing drug menace in the district. He also called upon youths to stay away from substance abuse and share any information related to drugs with the police.

Arunachal Seed Festival and Biohappiness consultation to begin at Yazali

ITANAGAR :  The Arunachal Pradesh Jaiv Vividhata and Mvm Liid Soonam/Beej Utsav 2026, along with a stakeholder consultation on Biohappiness and Climate Resilience, will be held on May 28 and 29 at Government Higher Secondary School, Yazali in Keyi Panyor district. The two-day programme is being co-organised by the Office of the 16th Yachuli MLA, Krishi Vigyan Kendra (KVK) Keyi Panyor, Arunachal State Rural Livelihoods Mission (ArSRLM) and the M S Swaminathan Research Foundation (MSSRF), Chennai. The event will bring together farmers, indigenous community representatives, policymakers, researchers, scientists, civil society organisations, youth groups and development practitioners to deliberate on agrobiodiversity conservation, indigenous seed systems, climate resilience, sustainable livelihoods and traditional ecological knowledge systems in Arunachal Pradesh. A major highlight of the programme will be the Arunachal Seed Festival and Agrobiodiversity & Sustainable Livelihoods Exhibition, where community seed conservers, particularly from the Nyishi and Apatani communities, along with government departments, farmer groups and grassroots institutions, will showcase indigenous crop varieties, traditional farming practices, biodiversity-based livelihoods and sustainable innovations. The consultation is centred on the concept of “Biohappiness,” which emphasises the relationship between biodiversity conservation, cultural identity, ecological sustainability and community well-being. The concept, developed and popularised by noted agricultural scientist Prof M S Swaminathan, founder of MSSRF and regarded as the architect of India’s Green Revolution, seeks to link biodiversity conservation with sustainable livelihoods, nutritional security, cultural continuity and ecological resilience. The programme will also feature thematic panel discussions on biodiversity conservation, revival of traditional knowledge, youth engagement, climate adaptation strategies, farmer seed systems and sustainable agricultural futures in the Eastern Himalayan region. Arunachal Pradesh Agriculture and Allied Sectors Minister Gabriel D Wangsu will inaugurate the event. Representatives from the Protection of Plant Varieties and Farmers’ Rights Authority (PPV&FRA), National Bank for Agriculture and Rural Development (NABARD), Arunachal Pradesh State Biodiversity Board, Rajiv Gandhi University, Indian Council of Agricultural Research (ICAR) institutions, experts working in biodiversity conservation and climate resilience, and farmer representatives will participate in the deliberations. The organisers expressed hope that the consultation would help evolve a stakeholder-driven roadmap for strengthening agrobiodiversity conservation, resilient livelihoods and community-centred development approaches in the state.

Arunachal para athletes win silver at Indian Open Championships

BENGALURU : The Paralympic Association of Arunachal (PAA) has congratulated para athletes Kipa Mero and Tingong Wangpan for their impressive performances at the 8th Indian Open International Para Athletics Championships 2026 held in Bengaluru from May 25 to 27. Kipa Mero won the silver medal in the Women’s F-12 category, while Tingong Wangpan secured silver in the Men’s T-37 sprint category, bringing laurels to Arunachal Pradesh at the international-level championship. The association said the achievements reflect the growing standard, dedication and potential of para athletes from Arunachal Pradesh on national and international sporting platforms. The Arunachal contingent was led by coach Techi Sonu and team manager Takam Pario, who guided and supported the athletes throughout the championship. The PAA also expressed appreciation to the Government of Arunachal Pradesh for its continued support towards the development of para sports in the state. Extending best wishes to all para athletes, the association expressed hope for greater success and achievements in future international competitions.

Trial in Manipur ethnic violence cases needs to be expedited: SC

NEW DELHI : The Supreme Court on Wednesday said that the ongoing trial in the 2023 Manipur ethnic violence needs to be expedited and sought a status report from authorities. Ethnic violence in Manipur broke out on May 3, 2025, after a ‘Tribal Solidarity March’ was organised in the hill districts. The protest was held against the Meitei community’s demand for Scheduled Tribe (ST) status. The violence claimed over 260 lives and left thousands of people displaced. On Wednesday, a bench of Chief Justice of India Surya Kant and Justice Joymalya Bagchi noted that, according to a SIT report, chargesheets had been filed in 207 cases against more than 400 accused. The bench was hearing a plea of CBI against the grant of bail by the Gauhati High Court to two accused, Arun Khundongbam and Nameirakpam Kiran Meitei, who allegedly gangraped the victims and paraded them naked. “We are of the view that the ongoing trial needs to be expedited. We have asked the CBI and others to provide legal aid counsel who are well-versed in Manipuri to counsel the victims…The status of the ongoing trial must be filed in the next hearing,” it said. At the outset, the bench said that the matter was to be heard regarding the issue of providing legal aid to victims’ families and that it would not interfere with other issues. Referring to a CBI report, the bench said that 20 chargesheets had been filed and trials had commenced in 16 cases, while, according to the SIT status report, chargesheets had been filed in 207 cases against over 400 accused. The bench also noted that, according to a report filed by former IPS officer Dattatray Padsalgikar, the law and order situation in the state was “precarious” on April 7 and 18 this year with some incidents of violence and the state police were stressed. The bench also said that the victims’ faith in the system was of key importance and that “confidence-building measures” with them were needed. On September 8, 2025, the Gauhati High Court granted bail to the two accused on the grounds that they had been in custody for two years while charges were yet to be framed, and termed it to be “unjustified prolonged incarceration”. “While the accusations here are grave and shocking, this court cannot overlook that indefinite detention without trial amounts to pretrial punishment, which is impermissible in law,” the Gauhati High Court had said in its order. The CBI sought the cancellation of bail due to grave allegations of sexual violence. During the proceedings on Wednesday, advocate Nizam Pasha, appearing for some of the victims, said that the same court, which on May 9, 2025, noted the heinous nature of offences, granted bail on September 8 on the grounds of delay. “As it is a matter of liberty, an egregious ground is required to cancel the bail. Our main concern is bringing home the truth, and for that, whatever rehabilitation measure is necessary, we will examine…” the apex court bench said. Earlier in March, the apex court had directed the appointment of legal aid counsel for the victims by the state legal services authority. On July 20, 2023, the apex court took suo-moto cognisance of the matter after a video of the assault surfaced online and was widely shared months later, triggering nationwide outrage. The violence was preceded by earlier tensions over the eviction of Kuki villagers from reserve forest land, which had led to a series of smaller agitations. In August 2023, the Centre constituted the Justice Gita Mittal Commission to oversee relief and rehabilitation of the victims of ethnic violence in Manipur on the recommendation of the government of Manipur, citing the necessity of an inquiry into a matter of public importance.
